Port Conditions Sector Houston-Galveston SEASONAL Alert: Starts June 1st. Notify the Coast Guard via PCT representative problems limit preparedness for severe weather, and identify potential problems or conditions that cannot be mitigated within 72 hours. WHISKEY: T-72 hours to gale force winds. Open to all commercial and recreational traffic. Vessels (500GT & Integrated Tug Barges) declare intent to remain in port. Offshore lightering ceased.
Port Conditions Cont. Sector Houston-Galveston X-RAY: T-48 hours. Open to all commercial and recreational traffic. Remain in Port Declarations due. Vessel, Facility, and Hazard Evaluation Pre-Storm assessments commence as needed. YANKEE: T-24 hours. Closed to inbound vessel Traffic. Vessel, Facility, and Hazard Evaluation Pre-Storm assessments continue. ZULU: T-12 hours. Closed to all inbound and outbound vessel traffic. Limited internal movements as authorized by the Captain of the Port. Field operations secured.

Port Coordination Team (PCT) Sector Houston-Galveston • Catalyst to stabilize vessel movements after heavy weather and waterway closures. • During fog season, the PCT is key to the facilitation of maritime commerce. • Constituency-based representative-driven information exchange. -PCT Representatives include: Port of Houston Authority; non-POHA Houston Area Terminals; Port of Texas City; Port of Galveston; Port of Freeport; Offshore Port (Lightering interests); Gulf Intracoastal Canal Association (e.g., Tow companies); West Gulf Maritime Association (e.g., Labor, Stevedores, Agents); Houston Pilots Association; Galveston-Texas City Pilots Association; Oil Refiners; Oil Terminals; Chemical Carriers; Chemical Terminals; Dredges and Marine Construction; Non-VTS Users (e.g. recreational and/or fishing vessels); Harbor Tugs; U.S. Coast Guard; U.S. Army Corps and other key port partners.
Navigation Restoration Team (NRT) Sector Houston-Galveston • Plays a vital role in port restoration following a heavy weather incident. • NRT is directly responsible for assessing, dredging and removing obstructions for more than 1,000 miles of channel. • Maintains jetties or breakwaters to protect harbor and inlet entrances. • Maintains the locks along the GIWW at the crossing of the Brazos and Colorado Rivers. -NRT Representatives include: Port of Houston Authority; non-POHA Houston Area Terminals; Port of Texas City; Port of Galveston; Port of Freeport; Offshore Port (Lightering interests); Gulf Intracoastal Canal Association (e.g., Tow companies); West Gulf Maritime Association (e.g., Labor, Stevedores, Agents); Houston Pilots Association; Galveston-Texas City Pilots Association; Oil Refiners; Oil Terminals; Chemical Carriers; Chemical Terminals; Dredges and Marine Construction; Non-VTS Users (e.g. recreational and/or fishing vessels); Harbor Tugs; U.S. Coast Guard; U.S. Army Corps and other key port partners.
