  2. SB 490 Counselors- Background SB 490, which was passed during the 85th Legislative session (2017), amends TEC 42.006 (a-2) to require the reporting of information regarding the availability of school counselors (ROLE-ID 008) at each campus.

  3. SB 490 TSDS PEIMS Data Changes The reporting of E1057 MONTHLY-MINUTES will be applicable for counselors (ROLE-ID 008) in the 2018-2019 school year on the StaffResponsibilitiesExtension complex type to accomplish the requirement of SB 490. Business validations have been updated to allow counselors to be reported with the MONTHLY-MINUTES data element (E1057).

  4. SB 490 Monthly-Minute Examples Scenario #1: Full-Time Staff Person – Counselor (100%) Scenario #2: Half-Time Staff Person – Counselor (50%) Scenario #3: Full-Time Staff Person – Teacher (75%) and Counselor (25%)

  6. SB 490 Business Validation Rule Changes (Revisions) • Business Validation Rule: 30090-0008 • Rule Text: If ROLE-ID is NOT "002", "007", “008”, "015", "016", "017", "018", "021", "026", "032", "033", "036", "047", or "087", then the following must be blank: CLASS-ID-NUMBER, NUMBER-STUDENTS-IN-CLASS, CLASS-TYPE-CODE, and MONTHLY-MINUTES. • Business Meaning: For a staff responsibility where TX-StaffRole is NOT instructional and NOT Counselor, the following must be blank/not reported: UniqueSectionCode, TX-NumberStudentsInClass, TX-ClassTypeCode, and TX-MonthlyMinutes. • Reason for revision: Rule adds ROLE-ID 008 (counselors) to allow MONTHLY-MINUTES (E1057) to be reported for counselors.

SB 490 Business Validation Rule Changes (Revisions) • Business Validation Rule: 30090-0079 • Rule Text: For a particular TX-UNIQUE-STAFF-ID, if any MONTHLY-MINUTES are not blank, then the sum of the MONTHLY-MINUTES on all responsibilities should be at least 60. • Business Meaning: All of the responsibilities for a staff person should have total TX-MonthlyMinutes of at least 60 minutes. • Reason for revision: Removed “instructional” from the business meaning in order to include counselors (Role ID 008) to report MONTHLY-MINUTES (E1057).

SB 490 Business Validation Rule Changes (Additions) • Business Validation Rule: 30090-0103 • Rule Text: If ROLE-ID is "008", then the following must be blank: CLASS-ID-NUMBER, NUMBER-STUDENTS-IN-CLASS, and CLASS-TYPE-CODE. • Business Meaning: For a staff responsibility where TX-StaffRole is "Counselor" (008), the following must be blank/not reported: UniqueSectionCode, TX-NumberStudentsInClass, and TX-ClassTypeCode. • Fatal in Submission 1 • Applies to ESCs, Districts, Campuses, and Charters

SB 490 Business Validation Rule Changes (Additions) • Business Validation Rule: 30090-0104 • Rule Text: If ROLE-ID is "008", then MONTHLY-MINUTES must not be blank. • Business Meaning: For a staff responsibility where TX-StaffRole is "Counselor" (008), TX-MonthlyMinutes must be provided. • Fatal in Submission 1 • Applies to ESCs, Districts, Campuses, and Charters
