Overview • The NDE Project • Objectives and Function • Status • Some Key NDE User Interactions • JCSDA and OPCs • NWS Field Offices • NDE Backup • Summary and Next Steps
NDE Objectives and Functions • Generate and disseminate NPP and NPOESS related data records • Tailored NPOESS Data Records –NPOESS Data Records in user-selected views and formats • NOAA-unique products(NUPs) – data products derived from NPP, NPOESS data records, and other data • Provide format translation software to CLASS • Deliver NOAA-unique products to the Long Term Archive • Develop a sustainable system that meets its customer needs • Provide services to customers – NDE product training, and customer-driven product enhancements

CIVILIAN CUSTOMERS NDE Products Data Record (generic) Service request Service response Long Term Archive (CLASS) . Data Record Environmental Product • NDE Goals: • Coordinate NOAA’s NPOESS implementation • Connect civilian customers to NPOESS • Operational product (xDR) dissemination • Operational product processing • Provide new (NOAA-unique) products and services (product tailoring) • Products related to new instruments • New customer services

Overview of Tailored xDR Products* Developmental Mission Continuity New Tailored products are reformatted EDRs that provide alternative formats and user views * Driven by user need and instrument capability.
Overview of NOAA Unique Products* Developmental Mission Continuity New NOAA Unique Products use NPOESS xDRs, other data, and specialized algorithms to create new data products (e.g. GOES/NPOESSblended products) * Driven by user need and instrument capability.
NPP Status - Schedule • NDE Architecture & Infrastructure Planning • Aug 2007: CDR • Jan 2008: Development Environment test • Aug 2008: System Test Environment (quasi-operations during NPP) test • NPP • Sep-Dec 2008: NDE/IDPS interoperability tests (tbc) • Sep 2009: Launch
NDE Status - Budget • FY08-09 • Significant funding reductions (45%) • Limited product development • Severely limited outreach/training/transition • FY10-14 (NOAA PPBES) • Baseline estimate provides limited NPP & NPOESS products to continue the current NOAA missions that use POES/DMSP/EOS data • 100% estimate provides for additional products, increase IT security, add NDE backup communications capability, and improve product integration with our customers
NDE and OPCs • Baseline products are those which will support NWP capability • CrIS/ATMS radiances • MIRS • VIIRS SST • Introduction of NPP data/products to NCEP will be via JCSDA • Opportunity to extend success with AIRS, IASI • Opportunity to share progress with USN and USAF partners • “NOAA Unique” products can be made available to non-civilian OPCs on a non-interference basis
NDE and NWS Field Offices • Strategy to use NPP/NPOESS data at NWS WFOs • Address under-utilization of polar satellite data by WFOs • AWIPS evolution - more effective distribution • NUPS, tailoring provide better, more relevant data products • Collaborative role for WFOs in product prototyping, testing • Exploit regional expertise (via CIRA, CIMSS, NWS Service Center Testbeds) • Incorporate lessons learned from current SPORT and Southern Region WFO interaction • Model for other satellite observations in GOESS era • NDE (J. Silva and J. Yoe) meeting with NWS (Greg Mandt) May 21, 2007
NDE Back-up Facility • Planned location - Wallops Island, VA • Pros • ESPC b/u planned for Wallops – facilitates NDE interface • Cons • Same portion of power grid as primary in Suitland, MD • Downwind of Washington, DC • Communications link needed to future NCEP Central Operations slated for AFWA/Offutt location • Requires communications link to collect NPOESS observations from an alternative central (AFWA?) • Alternative – locate at AFWA • Pros • Geographically remote from primary site • Co-located with NCEP Central Operations • Cons • May exceed AFWA’s capacity to host
Summary and Next Steps • NDE will provide sole link of NPOESS data to civilian user community • Baseline NDE products support NWP • Interested OPCs invited to initiate dialog w/NDE • NDE to coordinate w/ NCEP Central Operations, NOAA HPCC Office, GOES-R to identify back-up site(s) • NDE to scope its requirements at AFWA’s request • Space, power, communications, etc. • NDE and AFWA to establish an NPOESS b/u Working Group • Explore b/u options in time for NPOESS-C1 • AFWA capacity information requested
