Government authorities (four level) Ministry (GSO, MoT, MARD, MPI, MF) - Ministry of transport (VRA, VIWA, VMA, VCAA) Province department of transport District level (one transport division) Commune level (one transport staff) Government authorities have responsibility in reporting transport network to higher level anually or on case by case basis
Information from Government Authorities • Officially, Statistical year book is published by GSO. • Introduction letter is required for getting data. • Data and information collection is undertaken annually from low to high level (commune -> district -> province –> central). • Collected data from all levels is synthesized and the details of data reduce from lower to higher level. The lower level of access, the more detail of data but at low level (such as commune and district level), the statistic and storage is very limited. • It is often uncleared if the information is popularized or restricted so that information providing from State authorities is limited
At Central Levels (Ministry and Sub-sector Administration Levels) • Information is general at the sector level; there are sometimes only results of summary reports. • There hasn’t been database system for collected information yet (they are still stored in paper form; there are several projects to develop information database for road transport and inland waterway transport, but they haven’t been succeeded). • Information storage hasn’t been paid attention adequately so information seeking is still difficult
At lower levels (Province, District, Commune levels) • There haven’t been database system for collected data yet (they are still stored in paper, even in individual paper such as hand book). • Data, information collected in different time may have different formats. • Maybe we get different data for the same requirement of other agencies.
Information from International Project • The projects having the advantage of detailed data collection are normally limited on scale and time and have specific objectives. • Project information is not widely disseminated so that users have difficulties to get information. • Standpoints and ways of data, information collection sometimes does not correspond to the facts so this information can difficultly be used .
Information from Associations • Sharing institutional • Standardize methods and forms to collect and store data • A better link between agencies and authorities (Yellow page, Web seeking ..)
