  3. What is Commingling? TRO requires BST to honor commingling requests, to connect or attach UNEs or combinations of UNEs with wholesale services (e.g. switched and special access services offered pursuant to tariff). Rules permit UNEs or UNE combinations commingled with tariffed access services on an element-by-element and a service-service basis. Commingling may occur through a request for new service or through a requested conversion. CABS work request effective 11/11/05

Related Subject - Commingling Impact on Wholesale • Tariffed wholesale attributes below do not apply to all wholesale circuits being ridden or riding circuits consisting of UNE or UNE combinations or on SBWC • Intrastate – Billing Guarantee Policy • Interstate – Billing Guarantee Policy and Service Assurance Warranty (SAW)

Related Subject - UNE to SPA Conversion Process Overview • CLEC must sign amended Interconnection Agreement to include TRO/TRRO language • CLEC must have agreement or plan for conversion/migration in place prior to March 11, 2006 • CLECs must either disconnect, reconfigure or convert to SPA their UNE DS1, DS3 and Dark fiber elements in non-impaired central offices as shown on the BellSouth Internet site • There is a document on the BellSouth Internet website that has instructions for CLECs to follow to convert UNEs to SPA services and also includes the conversion spreadsheet they should use: • http://www.interconnection.bellsouth.com/guides/unedocs/UNEtoSPAConversion.doc

Related Subject - UNE to SPA Conversion Process Overview • There are 2 conversion processes: • For conversions of 15 or more elements or any number of DS3’s, the customer can send the spreadsheet into the BellSouth CLEC Care Local Support NSEs and they will verify them with BellSouth records and then will send them to BellSouth Project management • For less than 15 elements, the customer must send them in via an ASR either using their own exact system, ConnectDirect or through CAFÉ • Any channelized UNE converting to SPA must have the lower levels converted 1st prior to the higher level • All channelized UNE DS1 and DS3 elements that a CLEC converts to SPA will not change their existing circuit ID

Related Subject - UNE to SPA Conversion Process Overview • All non-channelized DS1, DS3 and Dark Fiber elements that a CLEC converts to SPA will at a minimum have their 4 character modifier (ex. HFGU to HFGS) changed to SPA and also may have the numerical portion changed as well depending on existence of similar circuit ID already in SPA database • The Class of Service and most USOCs will change upon conversion but the BAN will not • If CLEC desires to place DS1s or DS3s under appropriate ACP or TPP contract, they must contact their Account Team upon conversion to facilitate this change otherwise they will be billed at MTM rates
