Limits or Downsides • Collateral damage who is locked up • RE-entry, marriage pool, prison as crime school, innocent people may get locked up • COST  blunt tool • Versus what? • Moral issues (fairness) • Difficult to reverse course • Only works for some crimes (not serious violent) • No root cause attack • The more you do it, the less it works
