What are my SCEs? Must Start with a Good Asset Structure Fire and Gas Detection: Detectors – Gas, Flame, Heat, Etc. Defined / Maintained by Platform/Vessel, Deck, Zone, Loop, Area, Item? How are these defined? EX Equipment, Structures (TS,SS), Lifeboats, Emergency Lighting, ESD
PerformanceStandards • Definition – Documentation of the specific measureable targets of an SCE to assure it is available and functioning to prevent or mitigate a Major Accident • Design Vs Measurable? • The Escape Route will be 1 meter wide • The Escape Route will be free of obstruction
Performance Standards should be:Understandable and Measurable • Technicians need to be able to pick up a PS and understand exactly what they are required to do. • The Assurance Activities should be measurable with either a Y/N or with a calculative response. • valve closes <30 seconds • Gas Detector alarms at >10 PPM • Emergency Lighting works? Y/N
