Background: who we are: • Developed as a cost effective way to train colleagues within Lincolnshire County Council • We use our own ‘professionally competent’ staff to deliver qualifications, and train them as Assessors and Internal Verifiers.
Asked by Renaissance East Midlands to deliver across the region in 2006, as part of a lead role in workforce development. • Satellite centres with: • Nottingham City Council • Derby City Council • Derbyshire County Council • Northampton Borough Council • Plus independent and volunteer museums (e.g. Desborough Heritage Centre)
NVQ/QCF Qualifications we offer*... • Cultural Heritage Levels 2 – 5 • Libraries, Archives and Information Services Levels 2 - 3 • Customer Service Levels 2 – 3 • Management and Team Leading Levels 2 – 7 • Business and Administration Levels 2 – 4 • Retail Levels 2 – 3 • Creative Apprenticeships Levels 2 – 3 • Assessor A1 Level 3 and Internal Verifier IV1 Level 4
Creative Apprenticeships • An employer-designed and government backed scheme, which started in 2008 • Designed specifically to meet the needs of the Creative and Cultural sectors • The qualification is obtained whilst working ‘on the job’ and is in two parts: • Certificate in Creative & Cultural Practice • Specialist learning that takes place at the workplace • New QCF framework released in April 2011

Lincolnshire's experience:Becky – a case study • Becky completed a one-year Level 2 Apprenticeship (Cultural Heritage) at The Collection in Lincoln. • She was the first apprentice to complete this award in the UK. • After completing her Apprenticeship, she applied for and was offered a temporary position working as a Collections Officer with Lincolnshire Heritage Service. • On completion of that contract, she then secured a permanent post at The Science Museum in London
Key Achievements • Lincolnshire’s model is affordable • Across the East Midlands region we have: • Trained over 35 Assessors (10 trainees) and 10 Internal Verifiers • Supported the career and professional development of over 300 staff from front of house to Senior Manager.

Lessons Learned • Using internal staff is a balance of cost versus capacity • Both the candidate and the organisation need to be committed to the process • Staff and volunteers will be able to demonstrate competence to National standards • You can draw down external funding

The Future... • Continued development of Rutland Partnership to draw down external funding. • Exploration of Adult Apprenticeships • Development of a Business Plan to take the NVQ centre (Achieve) forwards
