3. The history of Patient and Public Involvement in England • The Commission for Patient and Public Involvement in Health (CPPIH) - NHS Reform and Healthcare Professions Act (2002) following the dissolution of Community Health Councils (CHC’s) • CPPIH was set up in January 2003. It is an independent, non-departmental public body, sponsored by the Department of Health. • The CPPIH's role is to make sure the public is involved in decision making about health and health services in England. • There are over 400 Patient and Public Involvement (PPI) Forums, one for each NHS Trust in England and they work to ensure that local people and communities have a say in improving local health services. • CPPIH is responsible for submitting reports to and advising the Government on how the PPI system is functioning.

4. Mission and current structure • The PPI Forums are made up of local volunteers who are enthusiastic about influencing and improving the way that local healthcare is delivered. • The Forums are here to ensure local people have their say in decisions about local health services • They have statutory powers to ensure that health service providers listen to their views and members of PPI Forums are also provided with training and development opportunities to enable them to participate effectively.

Obtaining views from local communities about health services and make recommendations and reports • Making reports and recommendations on the range and day to day delivery of health services • Influence the design of and access to NHS services • Providing advice and information to patients and their carers about services • PPI Forums work together to share experiences and to address common issues.

6. PPI in Lincolnshire • In 2003 we had 6 forums in Lincolnshire, and 3 in Northern Lincolnshire, and approximately 80 forum members • In 2006 the NHS underwent a restructure that saw many specialist Trusts and Primary Care Trusts merge to form larger Trusts • We now have only one Primary Care Trust in Lincolnshire • Lincolnshire Ambulance NHS Trust is now part of the larger East Midlands Ambulance NHS Trust

7. PPI Forums Legacy – lessons learnt • PPI Forums achievements have been at different levels throughout the country. Largely due to the support they’ve received. • Managing relationships • Agreeing governance arrangements and work plans

8. Lincolnshire’s achievements – Primary Care • Successful review of GP’s Out of Hours service in 2004/5 • Review of Diabetes services led to 5 recommendations for improvements for patients in 2007 • Investigation in to the implementation of Choose and Book in 2005/6 and further mystery shopper investigations to assess the service. PCT implemented forums recommendations

9. Lincolnshire’s achievements – Acute Care • Ward cleanliness inspections • Review of Lincolnshire's Maternity Services 2007/8 • Care of older people when being discharged from Hospital resulting report published in 2007 • Bed Blocking campaign in 2004

Lincolnshire’s achievements – Specialist Services • Challenges facing homeless people in Lincolnshire accessing mental and physical health services • Ambulances being hindered when answering 999 calls from holiday makers specifically on the East Coast • Mental Health Awareness Days (10 October)

Values of an effective Local Involvement Network (LINk) • Greater capacity for involvement for everyone • Work plan has far more scope than PPI Forums • Greater power to set own governance arrangements to suit local people • A tool for local organisations to use to ensure greater engagement by them and for them
