KEY CHALLENGES • Problems that emerged in Donetsk and Luhansk regions are faced by 6.55 million residents • The majority of people had to leave their homes, some of which were destroyed or damaged • The level of incurred damage, especially in cities, threatens to stop functioning of energy, water and heat supply; education, health care, other social institutions, and economic activity • Problematic issues aggravate as winter is approaching. • Most of economically active residents of Donetsk and Luhansk oblasts (1.1-1.8 million ) will be left partially or completely without employment and means for living as of 08 September 2014

GENERAL CHARACTERISTICS OF THE SITUATION IN DONETSK AND LUGANSK REGIONS Number of residents: There are 6,55 million of people in Donetsk and Luhansk regions Approximant number of residents still living in the area of ATO – about 3.33 million Displaced: within Donetsk region – 72.4thousand persons, within Luhansk region. – 15.9thousand persons, To other regions of Ukraine – 163.5thousand persons DONETSK rEGION(4.32 million persons): Of 28 cities/towns (3.67 million) and 18 districts (650 thousand) damage inflicted to: 21 cities/towns (3.39 million ) 13 districts (520 thousand) Luhansk region (2.23 million persons): Of 14 cities/towns (1,6 million ) and 18 districts (630 thousand) damage inflicted to: 14 cities/towns (1,6 million ) 8 districts (350 thousand) Territories that have not suffered damage Territories that have suffered damage as of 08 September 2014

They require shelter, provision of food and non-food assistance, which requires additional financial and social provision. The capacity of the regions to accommodate internally displaced persons in residential areas and to provide their social security is almost exhausted. as of 08 September 2014

MAIN MEASURES TAKEN BY THE GOVERNMENT ESTABLISHED Interagency Co-ordinating Headquarters and regional centers in regions and in Kiev city for ensuring social security of citizens displaced from the temporarily occupied territories. Ukrainian state service for the issues concerning the Autonomous Republic of Crimea, Sevastopol city and temporary displaced persons. ADOPTED Action plan for ensuring social security of internally displaced persons. DEPLOYED Transfer stations for internally displaced persons. PROVIDED Free transportation of IDPs to the places of temporary residence in other regions, their accommodation and provision of necessary social services. PREPARED Draft Government resolution “On allocating funds for providing targeted aid for covering of living expenses of internally displaced persons”. as of 08 September 2014

10. THE PROVISION OF ACCOMMODATION TO TEMPORARY DISPLACED PERSONS. URGENT TASKS RENTED ACCOMMODATION The draft Government Resolution provides establishment of monthly financial aid for displaced persons (884 UAHper person/family member) • TEMPORARY CONSTRUCTIONS AND EQUIPMENT • it is necessary to construct rapidly temporary housing for 35 thousand persons (3 800 sets considering infrastructure in accordance with the recommendations of the UN) • heating facilities; • electricity and water supply systems; • mobile sanitary equipment. TRANSFER STATIONS it is required to increase the amount of transfer stations and to make them ready for the winter period by replacing summer tents with tents adjusted to function during colder seasons. as of 08 September 2014

PRELIMINARY NEEDS FOR FUNDING OF PRIORITY AREAS CONCERNING DISPLACEMENT OF PEOPLE (calculations of the Government of Ukraine and UNHCR) STRATEGICAL GOALS: • Implementation of the mechanism for providing targeted aidfor to covering living expenses of the citizens displaced from temporarily occupied territory of Ukraine and ATO areas $79.5 million .provision of targeted aid (rent) • Creation of the material and technical reserve for meeting the needs of internally displaced people. • This will enable the humanitarian community to support reaction in case of humanitarian emergency and to provide assistance in meeting needs in close coordination with the Government and civil society. $18.3 million .meeting immediate needs • Deployment of camps for accommodation of citizens, which arerelocating from temporarily occupied territory of Ukraine and ATO areas $94.5 million deployment of tent camps as of 08 September 2014

12. PRELIMINARY NEEDS FOR FUNDING OF PRIORITY AREAS CONCERNING DISPLACEMENT OF PEOPLE (calculations of the Government of Ukraine and UNHCR) $2.2 million Monitoring and assessment of the situation • Constant Monitoring and assessment of humanitarian situation and needs in response to the situation in Donbas, especially in the areas that suffered from violence, areas hosting IDPs and areas to which they might return. This will help to determine the real needs and ensure their regular comprehensive analysis. • Prioritization of highly effective restoration activitiesin post-conflict areas of the infrastructure, normalization of providing main services, especially in the healthcare sector. $10.3 million early stages of recovery activity • Provision of governmental technical assistance in the areas of preparedness provision, humanitarian aid and its coordination, and improvement of national legislation of humanitarian law, development and implementation of normative legal acts on internally displaced persons $2,5 million advocacy and technical assistance TOTAL: $207 million This will improve coordination of authorities in the issues concerning humanitarian assistance. as of 08 September 2014

METHODOLOGY FOR ASSESSMENT OF DAMAGE COST: • creating working groups, visiting objects; • pilot assessments, evaluations, estimates of required construction materials’ value (cost of labor not included), • preparation of facilities assessment acts. • 3. PRIORITY OBJECTS TO BE ASSESSED: • crucial life support systems (electricity, heat, water and gas supply); • housing, transportation and communication infrastructure. 4. DONBAS CRISIS RESPONSE PREPARATION PLAN • ASSESSING THE DAMAGE • Evaluation of the cost of losses, destruction and damage to the infrastructure, the scale of recovery activities in cooperation with international organizations. 2. DONBAS RECOVERY PROGRAM – GOALS, MILESTONES Determining basic goals and milestones of effectiveness of Donbas recovery program in medium (2 years) and long (5 years) terms of prospective. The programme will help donors to decide on grant funding. 3. PROGRAM IMPLEMENTATION MONITORING Development of mechanism for permanent monitoring and assessment of implementation of the program. 4. RESTORATION COALITION Establishment of the consortium, which will support the process of recovery of Donbas, consisting of Government representatives (including special government body for addressing issues of Donbas recovery), donors, UN agencies, international finance organizations, civil society and private sector. 5. FUNDING MECHANISM Establishment of the necessary mechanism(s) for funding Donbas recovery program by the Government, international organizations and other agencies. 6. GOVERNMENTAL BODY WORKING ON THE RECOVERY OF THE AFFECTED REGIONS Enhancing institutional capacity of the established governmental body for addressing issues of recovery of the affected regions. 7. RESTORING SPHERE OF PRODUCTION AND CREATING NEW WORKPLACES as of 08 September 2014

22. UKRAINE’S EXPECTATIONS FOR SUPPORT FROM INTERNATIONAL PARTNERS

23. SHORT- AND LONG–TERM TASKS Assistance will be required according to two-track plan for recovery of the territory: TRACKІ – SHORT-TERM Urgent support of solving current problems of internally displaced persons, as well as of preparation of liberated territories for winter period – based on preliminary governmental assessment. It is advisable to use already existing mechanisms and funding channels, as it will result in immediate effect. Beginning of the work in this direction will become the basis for the second track. TRACKІІ – LONG-TERM Support of government initiative of development of the Programme for recovery of all affected Donbas areas. Such initiative will cover all the aspects of this problem. The implementation will be long-lasting and the preparation work may begin simultaneously with the first approach. as of 08 September 2014

24. FORMS OF REQUIRED SUPPORT • FINANCIAL AID – Approximate preliminary estimates make about 14.5 billion UAH ($ 1.16 billion), including : • to meet primary needs of internally displaced people – 2.6 billion UAH ($ 207 million); • for urgent recovery of Donbas infrastructure – 2.5 billion UAH ($ 200 million); • for comprehensive recovery of Donbass – 9.4 billion UAH ($753 million). 2. TECHNICAL ASSISTANCE IN THE FORM OF: • appropriate equipment, required for the reconstruction of damaged and destroyed facilities and providing living conditions for internally displaced persons, taking into account a possible increase in their numbers; • creating mobile teams with appropriate technical equipment and specialists for operative examination ofextent of destruction, development of working documents and estimates. as of 08 September 2014
