    1. Comanche Peak Nuclear Power Plant Existing and Proposed Units Granbury/Hood County Economic Development Corporation September 15, 2010

    2. Comanche Peak Units 1 & 2

    3. Units 1 & 2 Local Impacts

    4. The Houston Chronicle reported a few weeks ago that recent U.S. Census estimates show that Texas added more residents than any other state in the year ending July 1. Our state now has 478,000 more people than it did a year ago — roughly the equivalent of packing up all of Fresno, Calif., and moving it here. Fresno unemployment rate: nearly 16 percent. 6. 5 Overview of Proposed Expansion (Units 3 & 4) 1700 MW each unit; 3400 MW total Uses existing Comanche Peak site and infrastructure Comanche Peak Nuclear Power Company – Joint venture between Luminant and Mitsubishi Heavy Industries Attractive, emissions-free growth opportunity

    7. 6 Benefits of Potential Expansion

    8. Future Economic Benefits of Proposed Expansion (Perryman Group)

    9. 8 Project Milestones

    10. Potential Water Use – Modeling Overview Water modeling is a snapshot of an ongoing process Water modeling data 15 months ago was different – just as we expect data to be further refined 15 months from now. Simulates full use of every Brazos Basin water right over 50-60 years: 100% use has never occurred. Uses hottest months: Uses the hottest three months of the year and applies them for the entire year – taking no benefit for cooler temperatures and lower water consumption. Does not include lake level management: We have not considered any lake level management practices from the Brazos River Authority – practices that are being studied in fall, 2010. Does not include ongoing Luminant studies: The impacts do not consider Luminant’s ongoing efforts to potentially reduce water consumption.

    11. Results 103,000 acre-feet for proposed Units 3 & 4 Requires new purchased water from upstream of Lake Granbury Not just a case of using lake water with no additional sources 60 percent evaporates Using EPA’s best available cooling technology 40 percent returned to Lake Granbury Luminant chose returning water to Lake Granbury to minimize lake level impacts HDR (consulting firm) provided independent confirmation of model and results Nuclear Regulatory Commission’s Draft Environmental Impact Statement confirms no additional measures are needed

    12. 11 High-End Estimates of Potential Water Use

    13. Our company, employees and team members will continue to invest in this area Significant employee presence Ongoing investment in Lake Granbury Luminant is continuing work to minimize the impact of proposed new units on Lake Granbury Existing and future units rely on Lake Granbury We will keep you informed www.ExpandComanchePeak.com
