Water Law • Transboundary Water Convention • Aarhus Convention • Johannesburg Directive (IWRM Plans ‘til 2005) • EU Water Framework Directive (WFD) • Constraints: Lacking/inaccurate data, no systematic monitoring, low capacity / institutional insufficiency, lack of finance UNDP Regional Centre for Europe & CIS – Bratislava SK

Why “Water Governance”in the RBEC Region? • Water Resources Management (Transboundary & national-level): Acritical factor for (economic) development in RBEC • Deterioration of Water Resources, Aquatic Ecosystems, WSS infrastructure: A major challenge for most RBEC countries • EU-expansion = Large-scale transformation process, incl. adaptation to WFD (EU Water Framework Directive)  Water Governance declared in 2005 as Priority area for RBEC UNDP Regional Centre for Europe & CIS – Bratislava SK

Countries: BRC, BULGARIA, CROATIA, HUNGARY, ROMANIA, SLOVAK REPUBLIC Time frame: July 05 – June 07 Funding: USD 2.35m (GEF: 0.99m) Partners: UNDP/BRC (IA), UNIDO (EA), Private Sector/NCPC Objectives: Focal points in NCPC (National Cleaner Production Centers; reduce transboundary pollution within 20 pilot enterprises; dissemination to other enterprises in all 5 countries. New:Transboundary Water Management Best Practice Registry (PDF-A/MSP) Title: Transboundary Waters Management Best Practices Registry – Eastern Europe and the CIS • Countries: BRC, entire RBEC region Time frame: April 05 – July 05 Funding: USD 0.03m (GEF: 0.30m) Partners: UNDP/BRC (IA), GETF (EA), NGOs (tbc) Objectives: Mobilize/train partners; establish selection criteria; develop “knowledge harvesting process” & strategy; prepare MSP proposal. Under development:Tisza River Basin (MSP) Title: Establishment of Mechanisms for Integrated land and Water Management in the Tisza River basin • Countries: (BRC), HUNGARY, ROMANIA, SLOVAK REPUBLIC, UKRAINE, SERBIA/MONTENEGRO Time frame: 2006 – 2008 Funding: USD 1.95m (GEF: 1.00m) Partners: UNDP/BRC (IA), UNOPS (EA), EU, UNEP, NGO (tbc) Objectives: Develop TDA/SAP & Flood Prevention & Management Plan (in line with EU WFD); Component: • UNDP/UNEP (NGO): (Transboundary) Community-Based demonstration project UNDP Regional Centre for Europe & CIS – Bratislava SK

Under development:Caspian Ground Water (PDF-A) Title: Integration of Groundwater Issues into the Transboundary Diagnostic Analysis and Strategic Action Programme for the Caspian Sea Countries: TURKMENISTAN, AZERBAIJAN, IRAN, KAZAKHSTAN, RUSSIA Time frame: 2005 – 2006 Funding: USD 0.09m (GEF: 0.05m) Partners: UNDP/BRC (IA), UNESCO (EA) Objectives: Update SAP; Develp Pilot Mitigation & GW Management Strategies; Identify Cap Build Needs; Develop MSP proposal.
