Participants • Union Employees • Employers signatory to Collective Bargaining Agreements and their Non-Bargaining administrative staff. • All testing-related expenses for Bargaining Employees are covered by the $0.10 hourly contribution made by the Employer. • Employers have the option of having their Non-Bargaining Employees participate in the AKCISAP, at a fee of $6.00 per person per month, or in their own substance abuse program as long as it meets the standards of the AKCISAP.
Geographic Area The program will be operated within the area covered by the Master Labor Agreements for the State of Alaska.
New Employees • When contacting the Hall for new participants, advise the Union that you are a participating employer with the AKCISAP and if you require only compliant participants, provide the Hall a minimum of 48 hours prior to dispatch. • Depending on your request, the Hall will attempt to provide you with participants who are in compliance with the program or who are willing to become participants by taking a Pre-Program test.
Program Participation Cards for Non-DOT Employees • Cards are issued to Bargaining Unit employees who have either been grand fathered or who have tested and received negative test results for any kind of AKCISAP test. The card is used by employers to verify employee’s compliance status. • Participants who are in compliance with the program are not required to take another test when employed by a new company.
Program Participation Cards for DOT Regulated Participants • All DOT regulated participants will be required to take a Pre-Program Test and upon receipt of negative test results, will be issued an AKCISAP card. • DOT regulated participants will be exempt from taking further Pre-Program Tests, when dispatched to a participating employer, if they fulfill DOT requirements for exemption.
Verifying Compliance Status For Non DOT Participants • When a new participant arrives on the job, ask for his or her AKCISAP Program Participation Card. • You may verify compliance status via the Internet or by phone. (Note: If the participant has neglected to bring their card, or has lost their card, you may phone CleanWorkForce with their Social Security number to obtain this information.) • To obtain the participant’s compliance status by phone or via the Internet, you will need: • Your company’s Identification Number • Your company’s Passcode Number • The participant's Program AKCISAP Card Number
Verifying Compliance Status for DOT Regulated Participants. • When a new participant arrives on the job, ask their AKCISAP Program Participation Card • Contact CleanWorkForce by phone or e-mail to verify if the participant is compliant with the AKCISAP and to determine if they meet the DOT exemption requirements, or if a pre-employment test is required.

If using the website for Non-DOT Participants: • If the participant’s status is “In Compliance,” they may proceed to work immediately.* • If the employee’s status is “Not in Compliance,” call CleanWorkForce. The employee may have been unemployed or working out of the Program’s jurisdiction when previously selected for a Random test and may owe a test. If this is the case, CleanWorkForce will fax you a makeup Random test form to give to the employee. * DOT regulated participants are subject to DOT requirements for exemption.
If Checking Compliance by Phone • Call CleanWorkForce at (206) 441-2990 or toll-free (866) 842-9223. • You will need to identify yourself by providing your company’s Identification Number and Passcode and your name. • Provide the employee’s Program Participation Card number or their Social Security Number. • CleanWorkForce will advise if they are eligible to commence work, if they owe a Random test, or DOT exemption requirements need to be considered.

Test Authorization and Fax Form • A Test Authorization or Chain of Custody is to be completed and given to the participant when sending them for a test. • A list of collection sites that the participant may use should also be given to the participant.
Pre-Program Tests • Non-DOT Participants • Employees who do not meet the grand fathering criteria must take a Pre-Program test to become compliant with the AKCISAP. • Provided they pass the test, Bargaining Unit employees will be issued a Program Participation Card. • Non-Bargaining Unit employees will not be issued a AKCISAP card. • DOT Regulated Participants • All DOT regulated participants must take a Pre-Program Test to enter the Program
Random Tests • Employees are selected at a 50% testing level each year for a drug test. • Notification is made via fax to the employer of selected participants. • The Designated Employer Representative is to deliver the notice in a timely and discreet manner. • The Designated Employer Representative is to provide CleanWorkForce with the date and time the notification is delivered to the participant, or the reason it could not be delivered to the participant, via fax.
Post-Accident Tests • This test is required when an employee is judged to have caused or contributed to an accident requiring off-site medical attention, or, property damage. • Necessary medical treatment should always be provided before drug and breath alcohol tests are administered.
Post-Accident Tests • Notify the TPA of the circumstances and identity of the participant to be tested. Complete the Documentation Form and have it signed by the participant. • The participant is to be transported to the collection site by the employer. After the test is completed, the participant is to be transported to an acceptable location.
Reasonable Suspicion Tests • A drug and breath alcohol test is to be performed when a participant’s immediate supervisor, and a managerial employee, personally observe behavior recognized as intoxication or impairment caused by controlled substances or alcohol. • Notify the TPA of the circumstances and identity of the employee to be tested. Complete the Documentation Form and have it signed by the participant.
Reasonable Suspicion Test • The employee is to be transported to the collection site by the employer. After the test is completed, the participant will be transported to an acceptable location.
Return-to-Work Test • The Employee Assistance Program (EAP) or Substance Abuse Professional (SAP) will determine when a participant is eligible to take a Return-to-Work test. • If the participant receives negative test results and has complied with all other requirements imposed by the EAP or SAP, they may return to work. • If the participant tests positive, they will remain off the job until a subsequent test provides negative results.
Follow-up Tests • The EAP or SAP will require a participant, who has previously failed a test, to be subject to unannounced and unpredictable follow-up tests for up to two years. • CleanWorkForce will be responsible for coordinating the follow-up test schedule and notifying the participant when they must test.
Providers • Third Party Administrator (TPA) CleanWorkForce • Administers program at the direction of the AKCISAP Board of Trustees, equally comprised of management and union representatives. • Provides participant compliance status either by phone or website. • Generates Random test forms which are faxed to the employer for delivery to the selected participant. • Assists employers with Pre-Program, Post-Accident and Reasonable Suspicion tests. • Issues Program Participation Cards to Bargaining Unit employees receiving negative test results for Pre-Program and Random tests. • Liaison with Collection Site Provider, Testing Laboratory, Medical Review Officer Employee Assistance Program and Substance Abuse Professional.
Providers • Collection Sites • A network of collection sites is available for donors throughout the State of Alaska. • The list of authorized sites is distributed to the Designated Employer Representatives and is available on the Program’s website. • In an effort to provide maximum convenience, the list of sites is regularly updated. You are encouraged to check the website to ensure you have the most current information.
Providers • Collection Sites • When sending a participant to a collection site, provide them with a completed Test Authorization form or Chain of Custody, and a list of collection sites they may use. Encourage the participant to put the last four digits of their Social Security Number, at a minimum, on the paperwork they complete at the collection site. Without this information, the TPA may not be able to accurately identify each participant and issue their program card, provided the results are negative. • To ensure the participant has tested, you may ask to see a copy of their Chain of Custody form when they return from the collection.
Providers • Testing Laboratory • After specimens are collected, they are couriered to the testing laboratory. They are given an initial test which may be adequate to determine negative results. If this is the case, the results are usually available the day after the collection has been taken.* • You will not be notified if the test results are negative, but you can call CleanWorkForce for results. • Some specimens may need to be sent for a confirmation test which will require an additional 24-48 hours. This additional test does not necessarily mean that the result will be positive. • If the laboratory finds the specimen to be positive, it is referred to the laboratory as an “unverified positive test result.” *All test results for DOT regulated participants, including negative results, must be reviewed by the Medical Review Officer (MRO) and may require additional time to be reported.
Providers • Medical Review Officer (MRO) • When unverified positive test are results referred to the MRO, CleanWorkForce will contact the Designated Employer Representative and request that the donor call the MRO.* • The MRO will interview the donor and determine if the test results are due to an acceptable action on the part of the donor or are the results of use of a substance prohibited by the AKCISAP. After that interview, the MRO will notify CleanWorkForce and confirm a negative or positive test result. • The Designated Employer Representative will be notified immediately whether or not the participant is in compliance. *For DOT regulated participants, the MRO will contact them directly using the phone number provided by the donor on the Chain of Custody form.
Providers • Employee Assistance Program (EAP) • Substance Abuse Professional (SAP) • If a participant becomes out of compliance and wishes to regain his or her eligibility to work, he or she may contact the EAP or SAP for initial assessment and referral, if necessary. • The EAP or SAP will determine when the participant is in compliance with the program and eligible to return to work. • CleanWorkForce will notify you when the employee regains his or her compliant status. • The participant may be subject to follow-up tests and educational classes and/or treatment as prescribed by the EAP or SAP.
Employer Action for an Out of Compliance Test Result • A participant with a positive test result shall be suspended from employment and must participate in the education, counseling, or rehabilitation prescribed by the EAP or SAP in order to return to work. Any positive test result may result in disciplinary action prescribed by the Employer’s policy. • A participant with a subsequent positive test will be immediately terminated and not subject to future hire until they have successfully completed education, counseling, or rehabilitation as prescribed by the EAP or SAP at the participant’s expense.
