CO/NXX SubcommitteeIssue 496 – Update COCAG Section 6.3.1 – Information Changes for Rate Center Changes • INC agreed to modify the text in the Central Office Code Assignment Guidelines (COCAG) to require NANPA to request an ad hoc report from the NPAC when an SP submits an application to change the rate center on an NPA-NXX whose effective date has passed • At INC’s request, the NAPM LLC approved NANPA’s receipt of the ad hoc reports for the purpose of checking for ported TNs and/or pending ports • If NANPA finds ported TNs and/or pending ports, NANPA will deny the rate center change request • Denying the rate center change request will prevent a negative impact on ported out customers INC Report to the NANC 11/30/06

CO/NXX SubcommitteePermanentp-ANI Guidelines • In anticipation of receiving a request from the NANC to develop permanent p-ANI Administration Guidelines, INC has taken the following actions: • Agreed to have these guidelines developed within the CO/NXX Subcommittee • Agreed that the development of these guidelines would be done via virtual meetings to maximize participation of interested parties • ATIS Emergency Services Interconnection Forum (ESIF), which includes NENA as a member, is participating in the development of the permanent guidelines • Developed the following schedule of virtual meetings to meet the NANC’s timeline: Nov. 13; Dec 6, 13; Jan. 9, 11, 22, 26, and Feb. 13, 15. Other meetings will be added as necessary. INC Report to the NANC 11/30/06

LNPA SubcommitteeIssue 507: Update LRN Assignment Practices • The INC updated the LRN Assignment Practices document to provide better direction on how to publish LRNs in the LERG Routing Guide • This clarification and expansion of the document was precipitated by discussions within the LNPA WG and the Telcordia Common Interest Group on Rating and Routing (CIGRR) INC Report to the NANC 11/30/06

LNPA SubcommitteeIssue 407: Treatment of Dedicated Codes for Single Customers in a Pooling Environment • The issue resolution supports giving SPs the option to request a code for a dedicated customer in a pooling rate area through the NANPA • In May 2004, a NANC IMG after examining potential impacts on consumers, service providers, and, in general, on local number portability concluded that there were no negative impacts. The NANC IMG concurred with the INC resolution • On February 15, 2005, NANC Chairman Atkinson sent a letter to the FCC (Mr. Jeffrey Carlisle, Chief, Wireline Competition Bureau) recommending “that the Commission take whatever steps are necessary so that the process for assigning a central office code in a specific circumstance can be modified” • Chairman Atkinson accepted an action item at the Jan. 2006 NANC meeting to send a follow-up letter to the FCC re: the status of Issue 407 INC Report to the NANC 11/30/06

INC VoIP SubcommitteeIssue 510: Internet-Based Relay Services and Interoperability • INC opened an Issue to respond to the NANC Action Item to the INC to “Take the lead in developing a technical response/recommendation regarding Internet-based Relay Services (VRS) interoperability issue raised during the NANC meeting.” • The VoIP Sub-Committee has the following workplan: • Develop Inbound VRS Number Acquisition scenarios and list characteristics (in progress) • Scenarios: How VRS User acquires numbers from VoIP/Reseller, LEC, VRS Provider or Neutral 3rd Party • Develop database models viable to match Inbound VRS Number to IP routing instructions (in progress) • Models: Match of TN-to-Routing via NPAC VRS, ENUM Terminating VRS, ENUM Direct Completion and Pure Dynamic DNS • Identify Guidelines and Industry groups for which likely changes would be necessary to implement proposed VRS solutions (ongoing, e.g., LNPA WG) INC Report to the NANC 11/30/06 Source: INC VoIP Subcommittee, November 17, 2006

  8. NPA SubcommitteeIssue 532: Kinsale Mobile, Inc. Application for ERC • Per the INC NPA Allocation Plan and Assignment Guidelines, the NANPA submitted an issue regarding Kinsale Mobile, Inc.’s request for an Easily Recognizable Code (ERC) area code for the purposes of “promoting the use of charitable telecommunications services to the public and to all suppliers” • INC has requested additional information for the purposes of evaluating this Issue in accordance with the INC guidelines • INC will seek additional input from other industry bodies as needed INC Report to the NANC 11/30/06
