Here are the existing (2018) Year 1 milestones: • Restructure Administration support structure and organization • Hire ahigh level administrator • Establish metrics for evaluating efficiency of Division's business and administrative functions • Accomplish civil servant hiring for 6-8 new (total Division) positions
Division Administration, Support, Hiring and Challenges Strategic Review Milestone 1: Restructure Administration support structure and organization Milestone 1: Restructure Administration support structure and organization Milestone not substantively met. Division management should designate a main POC to support the restructure administrative functions in the Division. Suggestion: The tiger team finds that this could be done ASAP by Division management and would likely have a positive impact on the Division. Milestone 2: Hire High Level Administrator Milestone not met. Division management would need hiring authority to accomplish this milestone.
Division Administration, Support, Hiring and Challenges Strategic Review • Milestone 3: Establish metrics for evaluating efficiency of Division's business and administrative functions Milestone not met but progress has begun in identifying and clarifying roles in the area of outlining where one would start for various administrative functions. This document is currently uploaded to Division SS server where Code SS scientific and technical employees do not have access or visibility. Suggestion: An internal SS website (sharepoint?) that would allow all CS employees within Code SS to download documents, forms and job aids that currently only administrative management has access to. An annual survey can go out to employees to measure the efficiency of these processes in hopes for improvement of the Division’s business and administrative functions. This should include tracking of administrative vs. direct work (research) time.
Division Administration, Support, Hiring and Challenges Strategic Review Milestone 4: Accomplish civil servant hiring for 6-8 new (total Division) positions • Milestone not met but progress has been made. In the past year we have been able to hire in the following areas. • 2 new employees in SSA: • Research Specialist – Stellar Galactic and Extragalactic Astronomy. • Research Specialist – Planetary Studies • We anticipate in FY2019 we will have a new employee in SSX: • Instrument Scientist (selection made, currently waiting for HR to finalize offer). • We anticipate in FY2019 we will be able to hire up to 4 new employees in SST. PD is currently being worked on.
Division Administration, Support, Hiring and Challenges Strategic Review Division Management and Support: Looking Beyond 2018 • The Administrative Tiger Team suggests restructuring the existing Division Administrative supportto include a designated interim POC for the administrative functions, and to pusheach milestone out by one year. The new schedule would be as follows: • Year 1 (2019) • ASAP: Restructure the existing Division Administrative support to include a POC for administrative functions. • Hirea high level Division Administrator • Establish metrics for evaluating efficiency of Division's business and administrative functions • Accomplish civil servant hiring for 6-8 new (Division) positions • Years 2-5 (2020-2024) • New administration infrastructure fully implemented • Initial metrics tracked & evaluated, changes made • Expand support in functions & services related to library, graphics, computing , etc… • Accomplish next priority civil servant hiring • Years 6-10 (2025+) • ARC becomes the most efficient NASA Center for performing scientific and technical work • Win more grants, publish more papers, and have a large quantity of technical output equal to or greater than other NASA Centers (per capita)
