  11. An immediate response is needed to accommodatetraffic demand and mitigate congestion.

  14. The project, based on a 50 years old decree, is activated by the municipality of Beirut and the CDR. It is proposed with the objective to reduce congestion in the streets of Achrafieh district, by deviating traffic from the heart of the city to the coastal highway Charles Helou Avenue.
