BASICS (SOME FUNDAMENTALS) • ANY PENALTY CAN BE DECLINED • A PLAYER WHO COMMITS A DISQUALIFYING FOUL MUST BE EJECTED, EVEN IF THE YARDAGE PART OF THE PENALTY IS DECLINED • A FOUL THAT TAKES PLACE SIMULTANEOUS WITH A SNAP OR FREE KICK IS DEEMED TO HAVE OCCURRED DURING THE DOWN
BASICS (PHILOSOPHY) • BASIC PHILOSOPHY IS THE PRINCIPLE THAT A TEAM IS ENTITLED TO THE ADVANTAGE OF ALL DISTANCE GAINED WITHOUT THE ASSISTANCE OF THE FOUL

SPOTS • SPOT OF THE FOUL= • POINT AT WHICH THE FOUL OCCURS. (IF OUT OF BOUNDS BETWEEN THE GOAL LINES, IT SHALL BE THE INTERSECTION OF THE NEARER IN-BOUNDS LINE AND THE YARD LINE EXTENDED THROUGH THE SPOT OF THE FOUL.
SPOTS • SPOT WHERE RUN ENDS = • WHERE BALL IS DECLARED DEAD IN A PLAYER’S POSSESSION • WHERE PLAYER POSSESSION IS LOST ON A FUMBLE • WHERE A BALL IS HANDED OFF • WHERE AN ILLEGAL FORWARD PASS IS THROWN • WHERE A BACKWARD PASS IS THROWN • WHERE AN ILLEGAL SCRIMMAGE KICK BEYOND THE NZ IS MADE • WHERE A RETURN KICK OCCURS
SPOTS • SPOT WHERE KICK ENDS = A SCRIMMAGE KICK THAT CROSSES THE NZ ENDS AT THE SPOT WHERE POSSESSION IS GAINED OR REGAINED OR THE BALL IS DECLARED DEAD BY RULE • EXCEPTIONS: • A SCRIMMAGE KICK THAT ENDS IN TEAM B’S END ZONE IS DECLARED TO HAVE ENDED AT THE TEAM B-20 YARD LINE
SPOTS EXCEPTIONS (CONT.): • ON A FAILED FIELD GOAL ATTEMPT, UNTOUCHED BY TEAM B BEYOND THE NZ, AND DECLARED DEAD BEYOND THE NZ, THE KICK IS DECLARED TO HAVE ENDED AT THE PREVIOUS SPOT. IF THAT PREVIOUS SPOT IS BETWEEN THE TEAM B-20 AND THE GOAL LINE, THE SPOT WHERE THE KICK ENDED IS THE TEAM B-20 YARD LINE.
SPOTS EXCEPTIONS (CONT.): • IF A TEAM A PLAYER BATS A SCRIMMAGE KICK IN TEAM B’S END ZONE AND THE KICK WAS UNTOUCHED BEYOND THE NZ BY TEAM B, TEAM B MAY ELECT A TOUCHBACK WHEN THE BALL IS DECLARED DEAD.
SPOTS • BASIC SPOT MANY PENALTIES WILL STATE THAT THEY ARE ENFORCED FROM THE “BASIC SPOT”. THIS SPOT DIFFERS DEPENDING ON THE TYPE OF PLAY THAT WAS IN PROGRESS WHEN THE FOUL OCCURRED.
