Harmonisation Action Plan • Purpose: to improve effectiveness of aid to sector • Sets out agreed statement of actions to be taken, by donors and Ministry, to improve • coordination and consistency of international assistance • its alignment with the Government of Moldova’s policy priorities • harmonisation of procedures and sharing of information between donors • Prepares way and indicates process for future adoption of more formal sector wide approach • Embodies Paris Declaration principles, as reaffirmed in Accra in September 2008

  3. Process • Draft HAP revised and simplified in light of comments on previous version • Comments received from Ministry officials and incorporated before circulation to donors in September • Seeking agreement now on small number of next steps

Actions • Prepare a sector programming document that integrates internal and external funding commitments, on the basis of a comprehensive statement of MLSPF objectives – reflecting priorities of new Government • Make a formal commitment (Ministry and donors) to operate within the agreed programme (Statement of Intent) • Establish a revised set of performance indicators covering the whole sector, and mechanism for regular monitoring and review of progress • Consider expansion of SPCG as basis for sector-wide coordination and accountability

Questions • Do members accept the general approach set out in the paper? • Are members happy with the format of the draft sector programme document (Annex C) – or would you like to propose changes? • Do members agree that the sector programme should be defined to cover all Ministry functions (including gender, disability, trafficking, domestic violence, unemployment)? • Are members happy with the format of the draft Statement of Intent (Annex D) – or would you like to propose changes? • Do members accept in principle that membership of SPCG should continue to expand to include all interested parties – and eventually include (e.g.) representatives of raions and NGOs?

  6. Next steps • If the group is happy with the approach we will work with the Ministry • on a revised statement of detailed objectives and activities on which to base the programme document • on a first attempt at filling in the detail of the programme document • on a proposed set of performance indicators • on expanding the representation on the SPCG • All members are invited to review their project data reported in the donor mapping exercise, and to report changes to the secretariat (by mid-December please!) so the website can be updated
