Background The IRS canceled the planned A-76 Seat Management Competition, which focused on the services provided primarily by End User Equipment and Services (EUES), after reevaluating the goals of the competition against the risks involved in it. Although it was canceled, the underlying reasons for the competition still remain. They are the need to: • Reduce downtime to support the achievement of the IRS mission; • Improve resource stewardship; • Close the gap with industry performance; and • Create a better work environment for staff.
Background cont. In lieu of an A-76 competition EUES Seat Management work will become more efficient through the disciplines of business process reengineering. The five areas where the work processes will change are: • Help Desk Services • Desktop Services • Asset Management Services • Voice/LAN Telecom Support • IT Management, Customer Relationship Management and Security Program Management In order to gain these efficiencies will require implementation of: • New processes and tools to improve delivery of services to customers are being identified for EUES seat management work. • New operating models will be established and an organizational redesign created for optimum delivery • Streamlined and retrained workforce • Managed through attrition • VERA/VSIP offer
VERA/VSIP Training and managing attrition won’t get us to where we want/need to be, for that reason EUES anticipates runninga VERA/VSIP window in August 2008, with a November 3, 2008 off-rolls date. As EUES work processes continue to become more efficient, additional VERA/VSIP opportunities may be offered.
