TeRN:The TechnologicalDistrict in Basilicata Region 2 According to an agreement signed on December 2005 between the Economy and Financial Ministry, the Research and University Ministry and the Basilicata Region the creation of a Technological District in Basilicata Region (Southern Italy) in the field of Earth Observation and Natural Hazards was promoted. In this framework the project “Earth Observation and Natural Hazard Technologies” was proposed and approved, with the aim of developing innovative technologies and methodologies for the protection and prevention of natural hazards.
TeRN:ApplicationAreas • Earth Observation by ground-based, by aircraft and by satellite techniques in order to monitor, forecast and prevent natural risks, with particular reference to the hydrogeologic hazard; • Prevention and mitigation of natural disasters in areas characterized by high seismic and hydrogeological risk, through the application of innovative technologies for the safeguard of architectural heritage and for the checking of civil buildings; • Information and Communication and GRID technologies for sharing different data and managing them in inter-operable systems for Earth Observation applications. 3

TeRN: The triple helixmodel TeRNis a regional cluster will be based on a triple helix model involving “research – enterprises – End Users”. End users Research Enterprises Such configuration of institutional, business and research forces will make possible innovation and maximise benefits derived by the local presence of strategic RTD infrastructures and environmental technologies-focused firms. 5
TeRN:Main European and International Projects TeRNsinceitsconstitutionwasinvolved in International and National projects Seventh Framework Programme – European Union “ISTIMES - Integrated System for Transport Infrastructures surveillance and Monitoring by Electromagnetic Sensing” (FP7-ICT-SEC-2007-1 Security Research) – TeRN is the project Coordinator. Duration: 3 years. Started on 1° July 2009 “DORIS - Ground DeformationsRiskScenarios: anAdvancedAssessment Service – DORIS”. (FP7-SPACE-2009-1) – TeRN is partner. Duration: 3 years. Started on 1° October 2010 “DORIS-NET - Downstream Observatory organized by Regions active in Space network” (FP7-SPACE-2009-1) – TeRNis partner. Project in negotiationphase. Regional Cooperation Framework programme CAB Jagodina – Serbia: APQ western Balkan Regions “Environmental characterization and preliminary study to reclaim the FKS KABLOVA industrial site of Jagodina (Serbia)”. (2 years, 5 partners). TeRN is the project Coordinator. Hydro-Zen: APQ western Balkan Regions “Census and characterization of critical points on water resources to support the definition of the policy for the waste water management in Zenica“ (2007-2008, 4 partners). TeRN is a project partner. WALL Tunisia: APQ Mediterranean Regions “Fight against desertification: in situ technique to efficiently exploit of water resources and soil; to sustainable use of aquifers and to involve local actors in the optimal use of resources” (2 years, 7 partners). TeRNis a project partner. 6
TeRN:Project in FP VII ISTIMES - Integrated System for Transport Infrastructures surveillance and Monitoring by Electromagnetic Sensing (FP7-ICT-SEC-2007-1 Security Research). ISTIMES project (FP7-ICT-SEC-2007-1) MAIN AIM: To developing a high situation awareness in order to provide real time and detailed information and images of the infrastructure status to improve decision support for emergency and disasters stakeholders. The integration of EM technologies with new ICT information and telecommunications systems enables remotely controlled monitoring and surveillance and real time data imaging of the critical transport infrastructures. 7
TeRN:Project in FP VII Musmeci Bridge (1967-1976) is one of the test beds of the ISTIMES project. It is not only a link between Potenza Town and Basentana highway, but an important example of the architectonic culture of the XX century. It suffers several problems related to the aging and traffic growth. Conclusion TeRN is actually linking research, enterprises and end-users; TeRN is the basis of a large alliance that involves national and international actors; TeRN is developing advanced pre-operational research; TeRN is a bridge between Europe and Basilicata. 12
