Pre-2007 • LEADER, LEADER 2 & LEADER+ Programmes in Wales • Under LEADER+ there were only 7 LAGs • 4 of these were incorporated (57%) • Competitive process - not all of the “traditional” rural areas received funding in the 2000-06 Programme period
Pre-2007 Cont’d Rural Community Action 2003-09 • £1.875m pa domestic funding • Revenue support for capacity building in rural communities • Operated across rural areas in 12 Local Authorities Article 33 of the Rural Development Plan for Wales 2000-06 • Capital funding under 3 indents – Village Renewal, Encouragement for Tourism and Craft activities and Basic Services • Available in parts of 5 Local Authority Areas
Rural Development Plan for Wales 2007-13 Axis 4 LEADER Rural re-definition exercise in 2005 led to tiered definition of rurality: • Fully rural wards • Service Centre wards • Host wards and • Ineligible wards identified
Rural Development Plan for Wales 2007-13 • 18 Local Action Groups in Wales • 10 newly established LAGs • 4 areas with incorporated LAGs (22%) • Mix of experience and understanding of LEADER • Some areas entirely new to rural fundingand to LEADER methodology • All LAGs new to LEADER funded by the CAP
RDP for Wales 2007-13 • Understanding of LEADER methodology – guidance, study visits, networking and technical assistance training and facilitation role • Loss of collected data from previous LEADER Programmes – now being addressed • Flexibility under RDP with LEADER as horizontal Axis contributing to Axes 1, 2 & 3 rather than restricting activity to narrower themes as LEADER+ • However, requires understanding of the other Axes – All Axes network events & thematic networks • Particular problems understanding how LEADER can to contribute to Axis 2 • Relationship between Axis 3 & Axis 4 with Local Partnership structure
RDP for Wales 2007-13 • Tension between flexibility of LEADER approach and regulations governing the Rural Development Plan • Difficult to estimate in advance the correct levels of staffing resource needed to perform lead body functions • Capacity to engage in Cooperation projects especially transnational • Evaluating the long term impact of LEADER and capturing and valuing the full range of outputs and results not just CMEF
RDP for Wales 2007-13 • Many exciting and successful Axis 4 projects being implemented including 3 Cooperation projects • New LAGs becoming more confident and seeing results of LEADER process • Examples of mainstreaming of LEADER+ piloted processes or projects into Axis 1 (e.g. Adventa project under Supply Chain Efficiency Scheme), Axis 2 (e.g. current work on Common Land Management), Axis 3 (e.g. Open Churches Network replication under 323 and 313) also being trialled in other areas through Axis 4 (e.g. Bauhaus approach) • Wales Rural Network – 4 thematic networks (Agri-Food, Energy, Tourism, non-food Local Products) • Technical assistance training programme • Cooperation projects including trans-national being developed • UK Network events
