Local Action Group “ TimisTorontalBarzava “- Area= 1594.08 km ², 50,426 inhabitants, 31.63 inhabitants /km ² , 2 towns, 15 communes in 2 counties (Timis and Caras Severin)- Partnership =Total number of public-private LAG is 56. 19 from the public administration, 8 type NGO, 29 private Amplasment = West of Roumania ,West Region, 90% plain, 10% hills….7 cooperation projects x 18000 euros in our strategy from 421 measure…
Types of cooperation projectsUnder the 421 measure can be implemented cooperation projects:-Inter-regional (within Romania between the LAGs and other groups / partnerships that work from LEADER rules )-Trans - National (partners in Romania and other Member States or third) Cooperation actions are eligible only if at least one partner is a LEADER LAGs financed axis. These projects will be implemented under the responsibility of coordinating LAG. LAG Coordinator will not necessarily be selected by MA NRDP in Romania, but can be a GAL from an EU Member State, selected by the competent authorities of that State
Selection of projects under Measure 421 Cooperation projects will be selected by: • Local Action Groups, if integrated in their strategy development cooperation activities. In this case, eligibility and selection criteria will be developed and implemented by the LAG and included in the local development strategy. • MA NRDP for other LAGs, which have not provided these actions in their local development strategy. In this case, the selection criteria will be developed by the Managing Authority.
Eligible beneficiaries under Measure 421 Eligible beneficiaries for funding under Measure 421 of the NRDP are: • LAGs selected MA NRDP; • other legal entities organized under the LEADER approach works in a LAG.
Eligible expenses under Measure 421 • expenditure on training cooperation projects - organizing technical missions, meetings, seminars, translation and interpretation activities, copying documents, • capital expenditure for implementing joint projects • expenditure for joint training projects • expenditure on institution building: sharing of experience and best practice on local development through joint publications, events, projects twinning (exchange of program managers and staff).
- Project preparation costs are eligible and will be reimbursed even they are performed before signing the financing contract - Ineligible costs - simply exchange of experience not objectified a joint action (since it can be funded through national rural development network). Not are eligible expenses outside of the EU territories . -In the indicative budget where activities are carried out for the applicant must be within LAG, as investments /services suitable applicant. Exceptions are travel expenses, accommodation, per diem /meal, that can be made outside of the territory
Eligibility criteria for cooperation projects • The project partners are LAG’s or organized under the LEADER approach• projects will be developed and implemented jointly• theLAG coordinator is funded by LEADER axis• activities / projects comply with a measure or several measures of FEADR• Project value (amount requested) within the maximum financial limit set (200,000 euro public co-financing and the total investment will not exceed 400,000 euros).
Selection criteria for cooperation projects Priority selection will be given to cooperation projects: • involve more than two LAGs in Romania • involving a GAL in another Member State with experience LEADER + • include innovative activities • combine the different objectives of the NRDP axes • addressing semi-subsistence farmers • addressing rural youth • comply with environmental • those aimed at facilitating the implementation of NRDP measures that will be beneficiaries producer groups, associations, partnerships, etc…..
Cooperation project submitted under Measure 421 will include: • Cooperation Agreement • Cooperation Project • Request for funding and its annexes
Content cooperation agreement The cooperation agreement will contain the following information: • Name of partners involved in the cooperation project and defining LAG coordinator; • Project Title cooperation; • Cooperation project objectives; • Activities to be implemented under the project; • Responsibilities of management; • The financial contribution of partners in cooperation projects *; * Keep in mind that each partner should contribute proportionately to the project. The contribution of each partner to finance eligible value of the project will be at least 50% of the total eligible amount obtained by dividing the number of partners of the project (eg for a project with two partners, the project will be eligible if any of the partners contribute at least 25% of the eligible value of the project);
Cooperation Project Mandatory content of cooperation projects: a) Partnership: the type of actors involved, the links between the project managers and LAG - involving local partners in the transactions referred. b) Integration the strategy planning: territorial integration strategy the added value of the project, coordination with other actions carried out, use of experience of cooperation outside the territory. c) Type of project: concrete joint actions (rather than an intention and / or an exchange of experience). d) Technical aspects: technical feasibility, schedule, implementation mechanism, practical aspects methodology and organization, monitoring indicators, project management. e) Financial aspects: realistic and coherent budget, financing plan, estimate, financial feasibility, involving various actors. Attention! Cooperation projects that include components that meet the objectives of the measures of axis 1 to 3 of NRDP will have to observe the provisions fiches insofar as they fit, both in terms of eligible actions, intensity of support and eligible categories of beneficiaries.
