  2. Outline • DST Chain of Command • Orders Process • Civilians • Military Active Duty By Service • Military Reserve By Service • Military Entitlements • Air Force Uniforms • National Deployment Center (NDC) • CONUS Replacement Center (CRC)

DST Chain of Command • DLA Central / Europe/ Africa / Pacific • Personnel deploying to Kosovo or Djibouti will fall under the Control of DLA Europe/Africa • Personnel deploying to Kuwait, Afghanistan, Iraq etc. will fall under the Control of DLA CENTCOM • Regional Commands are responsible for identifying requirements within the AOR • DST Commander • Overall Command and Control of Personnel assigned to the DST including DLA Disposition and Energy • Should be utilized to solve all problems that arise before contacting DLA-C/E/A/P or the JLOC

DST Chain of Command • JLOC • Responsible for requesting fills for all requirements identified by the Regional Commands • Provide applicable deployment orders • Civilians DTS or DD 1610 • AC Army – TCS (Temporary Change of Station) Orders • Marine Corp – DD 1610 • Take this order to Henderson Hall (Washington, DC) for Official Service Orders • Air Force – CED (Contingency Exercise Deployment) Orders • Navy – Nobel Eagle Deployment Orders • Reservist – DLA Joint Reserve Force will provide orders • Ensure all personnel receive training and proper equipment • Ensure that PLFAs identify qualified personnel to fill all requirements • Ensure flights to the AOR are scheduled (Atlanta, BWI or Dallas)

Orders Process • DLA Civilians • Civilians will deploy on DTS Orders (electronic DD Form 1610) • Force Provider must submit Deployment package prior to orders being cut • Orders will be issued NLT that two weeks prior to Departure or as early as 30 days out • Detailed email will be sent with instruction on how to • Make Airline Reservations, Lodging and Rental Car utilizing the reservations module in DTS • Do not make changes to the Per Diem table unless you contact SFC Murphy • May result in a serious overpayment • Submit and sign the Document • Await email from CTO stating that reservations have been booked • Print 20 copies of the DD Form 1610 with a physical signature in “Block 18” • Will need 10 copies at NDC

Orders Process • Active Army • All personnel will Deploy utilizing Temporary Change of Station (TCS) Orders • JLOC will process all orders request, not the PLFAs • Orders will be processed by the Servicing Military Personnel Office • DLA Disposition Service / DLA Information Services – FT. McCoy, WI • DLA Troop Support – Joint Base Lakehurst-McGuire-Dix, NJ • DLA Aviation – FT. Lee, VA • DLA HQ/DLA Energy – FT. Belvoir, VA • DLA Land and Maritime – FT. Knox, KY • DLA Distribution – Carlisle Barracks, PA • Utilize the Pentagon CTO to make Air Reservations • 1-800-756-6111 • Government Lodging will be directed by the Army • DLA can not override • File at DD 1351-2 at end of deployment for Travel Voucher

Orders Process • Active Air Force • Will deploy utilizing AF Contingency, Exercise Deployment (CED) orders • Orders have a two step process • Non-standard ULN Build by AFCENT • Request for orders from Joint Base Bolling-Anacostia, DC • All AF personnel deploying to Iraq or Afghanistan or any combat / high threat zone will be required to attend Combat Airman Skills Training (CAST) given by the AF • AFCENT will schedule this during ULN Build • Utilize the Pentagon CTO to make Air Reservations • 1-800-756-6111 • Government Lodging will be directed by the Army • DLA can not override • File at DD 1351-2 at end of deployment for Travel Voucher

Orders Process • Active Navy • Personnel will deploy utilizing Nobel Eagle (NE) orders • LCDR Gulley will request orders • All required training will be listed on orders and voucher instructions. • Active Marines • Will deploy utilizing a DD Form 1610 (DTS or Manual) • Will receive detailed email on how to make reservations utilizing DTS • Take form to Henderson Hall to have transcribed to deployment orders • Make travel arrangements to Quantico, VA to receive all Deployment gear • Government Lodging Directed for Marines and Navy • DLA can not override

  10. Military Entitlements • CONUS Per Diem is $4 per day • All entitlements will start upon Arrival in Kuwait

Air Force Uniforms Issue • Uniform Requirement • Required by AFCENT to provide four sets of Airmen Battle Dress (ABU) uniforms to all deploying Airmen • Submit uniform requirements to Force Provider (FP) between 90 – 60 days of CRC report date • Items shipped to Residence or FP • Purchased on JLOC MOB IMPAC Card • Items Provided • 4 Sets of ABUs • 6 ea T-Shirts • 6 pr Socks • 1 ea Belt • 1 ea ABU Hat • Required rank, badges, tabs and tapes • 1 pr Tan Combat Boots • 1 ea APECS Parka (Seasonal)

National Deployment Center • Background • Located right outside of Edinburgh Indiana which is approximately 40 miles south of Indianapolis Indiana off of Interstate 65 • Defense Department’s newest and most engaged civilian effort dedicated to training Civilians to support Contingencies abroad • ALL DLA personnel will report to Camp Atterrbury the Saturday prior to the start day • Must send a copy of your Flight Itineraries prior to arrival • NDC coordinates pre-scheduled transportation form the Airport to the Camp • Rotator Flights from Atlanta, BWI or Dallas are scheduled by the JLOC • Government Lodging / Meals are directed • No Commercial Lodging • Rental Cars are not allowed • Six Day Course
