Initially, grant awards were not anticipated until late in the first quarter of 2012. On November 2, President Obama directed US DOT to complete the awards process in 2011.

Selection Criteria Although the Recovery Act emphasizes Near-Term economic effects, the Primary and Secondary Selection Criteria also include Long-Term effects as follows: Long-Term Outcomes State of Good Repair Economic Competitiveness Livability Environmental Sustainability Safety Job Creation and Near-Term Benefits Innovation Partnership Results of the Benefit Cost Analysis
Project Readiness and NEPA Schedule Environmental Approvals Legislative Approvals State and Local Planning Technical Feasibility Financial Feasibility
Next Steps Proceed with the NEPA process, which will begin with the Existing Conditions Report and Conceptual Design. During the NEPA process, public and agency input will be sought concerning design details. Preliminary Design of the Elysian Fields Ave to Poland Ave segment is substantially complete, but consultations with the State Historic Preservation Officer and the Historic District Landmarks Commission have not been completed.
