New Arrangements for GMS& PMS Premises • Demise of Statement of Fees & Allowances • Replaced by easier to administer nGMS arrangements set out in Directions • These arrangements may be used for PMS
New Arrangements for GMS& PMS Premises • GMS “but not as we know it” • Service provision to be agreed in contract • Global sum agreed with providers
New Arrangements for GMS& PMS Premises • Separate element for infrastructure costs comprising three elements: • existing spend • resources to meet commitments contractually agreed by 30 September 2004 • plus weighted growth element to meet costs of developments agreed after 1 October, IGs, Flexibilities etc
New Arrangements for GMS& PMS Premises • The first and second elements will form a baseline allocation to all PCTs • The third element will be allocated to lead PCTs on SHA aggregate basis • For onward cascade to PCTs in line with agreed priorities
Role of the Lead PCT • To hold revenue premises funding not yet re/allocated • To advise SHAs on PC Estate and procurement issues • To work with other PCTs to agree investment priorities
Strategic Service Development Plans • PCTs will need to develop a service vision to drive investment • Plans need to reflect whole system approaches to service delivery • Collective Plans to be used to inform priorities
Current Estate Strategies • Review current NHS and third party estate • Estate audit outcomes • Reflects investment requirements
New Premises Arrangements Include….. • Joint MS(H)-GPC Letter • New premises flexibilities to attract capital investment and allow moves to modern premises • Revised minimum standards & branch surgery global sum funding
Existing Premises Flexibilities • HA joint venture interest in land • Deprivation or needs factor for current market rents • Fund the re-conversion of owner occupied premises • Guarantee minimum price for sale of redundant premises • Extend scheme to reconvert registered social landlord properties • Reimburse equipment leasing costs onnew leasehold premises • Mobile service delivery units
New Premises Flexibilities • Payment of a grant to meet mortgage deficit and mortgage redemption costs • Payment of a grant to meet mortgage redemption costs • PCO option to purchase land • Reimbursement of legal and other professional fees for modern leasehold premises • Direct reimbursement of service charges, utilities, repair & maintenance and insurance • Introduce index-linked leases
