Fleet Goals • In this challenging financial climate, agencies are increasingly tasked to meet service levels and political mandates with limited fiscal resources. It becomes fundamental to re-evaluate current fleet operations and consider alternative options to: • Utilize smart cash flow management • Leasing helps off-set the higher cost of paying cash for vehicles and allows for replacement of more vehicles with less money • Leasing vehicles leverages cash flow, and savings can be used to invest limited capital on other projects and programs or mitigate personnel layoffs • Maximize fleet utilization • Right size the fleet and set benchmark for standardized vehicle selection to maximize application of vehicle use and increase fuel economy • Lower operational expenses • Maintenance costs in the first 5 years will consist mainly of preventative maintenance, which is less costly than larger ticket repairs in years 6-10 • Most opportune time to replace vehicles is when maintenance expenses are minimal and when the vehicle is still worth good money on the resale market • From 10 years to 5-7 years will lower operating expenses, increase employee productivity, reduce vehicle downtime, eliminate the need for spare vehicles with increased vehicle reliability, increase fuel economy, emit less greenhouse gases, and comply with AQMD regulations
Fleet Considerations • Proper Vehicle and Funding Selection: Explore various vehicle specifications to maximize application of vehicle use. No Black and Whites. Only Detective, Undercover, and Administrative Vehicles • Increased Vehicle Reliability & Utilization: Reduce the age of vehicles and improve vehicle selection will increase the reliability and utilization of the fleet. • Flexible Budgeting Tool: When capital budget is not available or limited, it is still important to replace older vehicles and remain on the best vehicle cycle.
