ICAO Type IA Recorder • Amendment No. 26 to ICAO Annex 6 Part 1 , adopted by Council of ICAO on 9th March 2001, and effective from 1st November 2001, introduced a new type of recorder, called Type IA. • ICAO Type IA recorder is also adopted for General Aviation: Standard 6.10.4 introduced with amendment 21 to Annex 6 Part II • ICAO Type IA is to be adopted from 01/01/2005 on all aircraft with MCTOM more than 5700 kg and with the first CoA issued after 01/01/2005 • No retrofit of existing aeroplanes Implementation of ICAO Type Ia recorder

Technical Features of ICAO Type IA • 77 parameters, equivalent to the FAA 87 parameters • The parameters list is included in the standard, in order to avoid the difficulties linked with the non-standard status of the Type I and II Recorders • Parameters Technical Specification are not included in ICAO Annex 6, but there’s a generic reference to the most important industrial standards (EUROCAE, RTCA, other national standards are deemed acceptable) • EUROCAE is working on the EUROCAE ED 112 to support the ICAO standard Implementation of ICAO Type Ia recorder

JAR-OPS 1 implementation • FRSG has been tasked to develop the regulation after completion of NPA-OPS 25 processing • A new JAR-OPS paragraph has been introduced to accommodate the new standard: JAR-OPS 1.712 • Parameters Technical Specification List have been included in the guidance material. In this manner Operators have all info needed to check the compliance with the requirement in JAR-OPS 1 Implementation of ICAO Type Ia recorder

JAR-OPS and EUROCAE ED 112 • A technical standard is needed to design a Flight recorder, in order to standardize many practical issues. • EUROCAE WG 50 is working on ED 112 document, which embraces all parts of recorders, Data Voice and Images • The work is very long and complex, and the document has not been 100% frozen. The main problems lies with the parameter list • Waiting for the full definition would have signified to break ICAO deadline. Implementation of ICAO Type Ia recorder

ICAO Type Ia NPA line-of -action • EQSC and FRSG strongly recommend to continue the JAA Regulatory process (next step RST) • Should ED 112 be amended before launching the NPA, the NPA text will be revised accordingly • Minor differences may be corrected during comment phase • Co-ordination with Recording of Digital Communications will be attempted • Various EUROCAE WG 50 members are also FRSG members, including the EUROCAE WG 50 Chairman Implementation of ICAO Type Ia recorder

Compliance with ICAO Standard • JAR-OPS 1.712 is fully compliant with ICAO standard • It applies also to aeroplane with MASPC more than 9 pax, even if under the 5700 kg MCTOM limit (as for JAR-OPS 1.715) • The only difference is for parameter number 56: Fuel Quantity in CG Trim Tank orFuel Quantity • This is based on the difference between ICAO and FAA and EUROCAE technical standard which require the Fuel Quantity in CG Trim Tank. Harmonisation with FAA • Harmonization with existing FAA digital flight data recorder rule has been seek by FRSG, in order to guarantee the exchange of aircraft be transferred between US and JAA operators without modification. • The different number of parameters between the rules comes from the fact that ICAO and EUROCAE utilizes a different numbering of the parameters, with special references to some "macro parameters“ which are splitted into many sub-parameters. JAR OPS 0, 2, 4 and 3, • The text developed for JAR-OPS 1 may also be adopted for JAR-OPS 0, because it relates to the same ICAO standard. • A similar work is also going on for JAR-OPS 3 with the introduction of Type IVA recorder. The work will take a little more due to the discover (by FRSG) of problems in the ICAO standard • Type IVA recorders apply also to General Aviation. Implementation of ICAO Type Ia recorder
