Background information International - Barents Rescue 2007 Evaluation: Attention shall be paid to: • Ensuring the request for assistance • Minimizing the transportation distance • Using the available material the most efficient way National - Lapland cold protection survey 2006: • 77 % of Lapland’s municipalities can respond to cold protection and logistics in accidents with more than 30 patients • 55% of Lapland’s municipalities can respond to cold protection and logistics in accidents with more than 80 patients • However, the mobilizing of the equipment is problematic!   4. Project in planning stage: Purpose: To build up the capacity for cold protection as a part of the regional and interregional Emergency and Rescue Services in Barents Region. Schedule: 2009-2011 Funding: ENPI Tanja Risikko 2008

Project idea: • Pilot areas – cases - in Barents region countries • Scenario of 50 patients, transportation is needed • Present state analysis • Operational model for the logistics and joint use of the cold protection equipmen in municipality – region level • Equipment trials, strategic placements, resource maps • Cross-border assistance in cases agreements, practices… • Evaluation of the cases and practices • Good practices and further development needs • Dissemination and training of good practices • National education and trainign • Barents Rescue training (2009) and 2011 • Information • Regional Cold protection action plans • Elaboration the action plan from local to regional • Recommendations for further equipment investments • Implementation plan • CBC practices • Refining the agreements • Implementation plan Improved cold protection capacity in the pilot areas & Implementation plan for the whole target regions Tanja Risikko 2008
