Overall objective of the project Simplify new version To contribute to improved environment conditions of KOSOVO so that water resource are managed in a sustainable manner meeting EU standards In Terms of reference The continued and sustainable improvement of environmental conditions including the management and control of water resource, to meet EU standard, particularly in relation to public health and economic development

Result 5 : Institutional support to River Basin District Authorities • ACTIVITIES related to New RESULT Nr. 5 • Contribute to the clarification of respective roles and responsibilities of the different institutions • Support the drafting and redrafting of regulatory texts and the implementation of practical tools and procedures • Support the development of institutions at river basin level
PART II : PROJECT STRATEGY A- Build on existing data and experience B- Clarify role and contribute to institution building C- Pilot projects approach for involving stakeholders D- Day-to-day support, respond to training needs
Pilot project approach A zone, like a sub-basin will be select to apply methods developed, and to gain knowledge about problems : a) Selection of a pilot zone and the method to test b) Establishment of a working group including technical staff from for different institutions: * water department, KEPA, Hydrological institute * municipalities * drinking water supplier * irrigation service supplier or users association, etc * people from university

Main elements of the pilot approach Develop know-how - by applying the methodology to a pilot zone, identify difficulties, - work out solutions using technical information and cooperation between institutions Use know-how acquired for - revising or developing methods and manuals - replication or extension to a wider zones
Training and capacity building - further identification of needs - targeted groups - type of training: workshops, on-the-job training - study tours
Further identification of training needs A preliminary training plan has been elaborated during inception period By working in close contact with beneficiaries, the project team will have a better picture of the existing know-how and knowledge of the staff. For different activities, a training component will be developed focusing a particulartechnical issues.

Discussion points… • Part II and III: Project strategy and approach • Proposed pilot approach should include entire Drini river basin • Project should focus on water conservation, allocation and awareness to support water availability for irrigation • Part IV: Activities, Work Plan and Staffing • Start flood management planning in 2008 instead of 2009 • Need for good project management to achieve ambitious results • Part V: Training and capacity building • Need for a integrated training program • Project partners are keen to benefit from the training • Training needs assessment • Detailed training plan yet to be elaborated
