Dealing With Global Warming, the Kyoto Protocol and Carbon Sequestering 10.9 Chapter 19 pp. 540-543
Dealing with Global Climate Change • Two ways to attempt to manage climate change • Mitigation • Focuses on limiting greenhouse gas emissions to moderate global climate change • Adaptation • Focuses on learning to live with to the environmental changes and societal consequences brought about by global climate change
Adaptation • Rising sea levels and coastal populations • Move inland • Construct dikes and levees • Adapt to shifting agricultural zones
Mitigation Strategy • Locate/invent alternative fuels to fossil fuels • Increase efficiency of cars and trucks • Sequestering carbon before it is emitted • Plant and Maintain trees to naturally sequester carbon
Carbon Sequestration • Return agricultural soils to forests • Capture carbon from the air, or at its source • CO2 is compressed and injected into abandoned wells or the deep ocean • Economically feasible? • This would impact the economies of Developed nations because of the expense?
Global Climate Change • Historically environmental problems are solved at the local, state, or national level • The nations of the Southern hemisphere will be impacted as a result of actions from the northern hemisphere. • Isn’t the S-Hemisphere allowed to develop just as the N-hemisphere did? • The poorest nations contribute a mere 1% of all global carbon emissions
Kyoto Protocol • An application of the Precautionary Principal • In the face of scientific uncertainty, we should behave cautiously
Kyoto Protocol • Developing nation will reduce their GG emissions by 5.2% of the 1990 levels by 2012 • How to meet the goal? • (1) reduce emissions • (2) remove the gases from the atmosphere
Kyoto Protocol • Different levels of emission restrictions (b/c of political pressures) • USA 7% • 8% European Union (EU) • 0% Russia • China & India have no restrictions
US Government has taken steps to regulate CO2 emissions • 2007 Supreme Court ruled the EPA has the authority to regulate CO2 emission under the Clean Air Act, and it must do so. • 2009: EPA will regulate greenhouse gases
Improve Efficiency • 2010: Improve efficiency of automobiles, reduces CO2 by 30% by 2016 • Cost $1,000 more, but drivers save $3,000 over the lifetime of the vehicle
Improving Efficiency Outcomes • Reduce greenhouse gases • Invest in new automotive technology • Reduce consumption of fossil fuels • Save money
Kyoto Protocol as of 2010 USA is the only developed nation to not ratify the agreement!
