ORO Perspective on theWorking Group Report on Information Technology Security Privacy in VA and NIH-Sponsored ResearchTom Puglisi, PhDVHA Local Accountability MeetingJune 1-2, 2011
Working Group Report • Received concurrence from VHA, OGC, and OI&T • Status somewhat unclear • Policy (“must”) vs Guidance (“should”) • Range of applicability • Several questions not addressed definitively relative to disclosures without a DUA • Data ownership • Information security • Report = compliant and viable model for the conduct of collaborative VA-Affiliate research
Working Group Report • The Working Group Report describes disclosures: • Pursuant to a request from an Academic Affiliate • For use in non-VA research • Conducted by the Affiliate • Working Group report clearly applies to above situation • ORO’s Interim Guidance applies the Working Group report • Also applies to “collaborative” research in which VA data are combined with Affiliate data • Per intent of the Working Group
Working Group ReportORO Perspective ORO will continue to work with ORD, OGC, Privacy, and OI&T to clarify unresolved issues
Combining VA Data with Affiliate Datafor “Collaborative” Studies • Discussion & Questions
