Highlights of ICAO MPL Requirements • Based on ICAO PANS TRG (Doc. 9868) and on ICAO Annex 1 • Four distinct phases corresponding in broad terms to the definitions contained in Annex 1. • Competency based (Knowledge, Skills & Attitude) • Assurance that students achieve end level proficiency on all required ICAO competencies contained in PANS Training. • The training of multi-crew competencies “from the beginning” and the achievement of multi-crew competency. • Integrated Threat & Error Management (TEM). • Consider interpersonal skills, increased automation in a/c, reduced experience in manual flying, higher density airspace etc. • Twenty five (25) hours of human factors training. • Aviation language LVL 4 competency. • Minimum acceptable simulator fidelity is defined for each phase. • A minimum of 240 hours of flight training (PF & PNF)

CAE MPL … Initially • First Program to be conducted in North America….for non-North-American Customers • CAE operates FTOs and Training Centers in North America • Geographical proximity of ICAO HQ and Transport Canada with CAE HQ • Capt Defalque at ICAO • Mr. Jim Dowe from TC; co-chaired the ICAO MPL effort • TC has nicely extended offer to assist other NAAs with MPL, and CAE has used this offer. • Connects the Transport Canada ATO certification process to MPL Program Licensing requirements. • A good Transport Canada document for training ATO personnel on the MPL curriculum and the differences between a competency-based training versus traditional methods

Flight Simulation Training Devices (FSTD) • MPL FSTDs - defined for each MPL phase, especially in ICAO 9625 Ed. 3, Volume 1. • The right FSTD for the right level of training, testing, checking • FSTDs provide the simulation fidelities necessary to train competency based objectives. • Windshear, CFIT, Upset, and recovery from energy critical maneuvers required. • ATC Simulation • ATC training recommended by ICAO PANS TRG • A requirement in JAR-FCL for MPL phases 3 & 4 • Supported by CAE True Environment (using speech recognition)

CAE MPL Program • Instructional Competencies • MPL instructors get special training as recommended by ICAO PANS TRG and required by JAR-FCL • Defined for each phase • Confirmed by the quality system • Formally assessed • Beta MPL Test Oversight • Confirmation of the ATO’s training processes. • Confirmation of the ATO’s quality system. • Review of the ATO’s risk indicators previously identified in the risk profile. • Assessment of training fidelity (courseware, instruction, FSTDs).

CAE MPL Program • Mastery Tests and PPC • Comprehensive evaluation of ATPL knowledge and skills. • PF and PNF. • Ready for Base Training and IOE. • Data Collection and Analysis • Protocols mandated by ICAO. • Standards and expectations formalized by the National Aviation Authorities. • Data collection process starts during Core MPL Phase (1) and continues through the first year after start of flying service into the airline operations.

Other MPL Program Coordination • With Sponsoring Airline • Training expectations / special needs. • Coordination with sponsoring airline’s Aviation Authorities also required as MPL training includes specific airline SOPs • Cadet selection. • Coordination of extended data collection requirements. • With National Aviation Authority • Many ICAO recommended standards are taskings to the National Authority. • They include ATO Certification Requirements, Quality System Requirements, and SMS requirements. • As required with ICAO and ICAO COSCAP
