Section 504 504 Section 504 of the Rehabilitation Act of 1973 is a federal law that prohibits discrimination against persons with disabilities in any program or activity that receives federal financial assistance from the U.S. Dept. of Education. Under 504, a person with a disability is defined as an individual who: Has a mental or physical impairment that SUBSTANTIALLY limits one or more major life activities; Has a record of such an impairment; or Is regarded as having such impairment. JCPS currently has 191 students receiving services under Section 504.
