ASEAN-OSHNET • The ASEAN-OSHNET is a regional networking group for ASEAN member countries to foster close relationships and cooperation in the interest of occupational safety and health. • A programme of the ASEAN Sub-Committee on Labour Affairs & the ASEAN Labour Ministers Meeting • Formed in August 2000 • Secretariat: • Indonesia: August 2000- July 2003 (extended to July 2004) • Malaysia: August 2004- July 2007

  4. ASEAN-OSHNET • Represented by the ten ASEAN nations • BRUNEI • INDONESIA • KAMPUCHEA • LAOS • MALAYSIA • MYANMAR • PHILIPPINES • SINGAPORE • THAILAND • VIETNAM

  5. REGIONAL HARMONIZATION • APEC ECONOMIES • APEC Ministers declaration-2006 • ASEAN • ASEAN-OSHNET • Technical workshop forofficials • ASEAN Guidelines on Classification, Labelling & Packaging of Hazardous Chemicals • Create awareness & promotion of GHS

CHALLENGES IN GHS IMPLEMENTATION • Lack of coordination • Except for ASEAN-OSHNET that caters only for workplace situations • Lack of expertise in GHS classification, labelling & SDS • Differences in classification among ASEAN nations • Differences in labeling requirements • Symbol-pictogram & shape • Differences in safety data sheet requirements • Number of sections • Format & content • Languages to be used • 7 main national languages • Lack of trained technical translators

When will it be implemented? 2006 APEC Economies agreed to… • Accelerate implementation of the finally agreed GHS guideline on classification and labelling • Recognize GHS as vehicle to standardize format and content of ISO-based Safety Data Sheet • APEC-wide education and training in public and private sector

  8. ASEAN AS APEC MEMBER • Six of the ten ASEAN countries are APEC members • i.e. Brunei, Indonesia, Malaysia, Singapore, Thailand & Vietnam • APEC targets 2006 for voluntary GHS adoption • Countries at different stages of implementation • APEC economies, except for Brunei, are ahead of others

ASEAN-OSHNETGHS Implementation • Malaysia entrusted with development of an ASEAN guidelines on the Classification, Labeling & Packaging • Workshop in July 2002 discussed possibility of the ASEAN CLP guidelines adopting GHS as basis • ASEAN-OSHNET Coordinating Board approved the adoption of GHS as basis for guidelines • UNITAR willing to collaborate with ASEAN-OSHNET to conduct workshop on GHS in March 2006 • Proposed ASEAN guidelines on the Classification, Labelling & Packaging to be discussed

ASEAN CLP GUIDELINES • SCOPE • Industrial chemicals & pesticides • APPLICATION • Applicable to manufacturers, formulators, importers & suppliers of chemicals & chemical products • LANGUAGES • English + National languages • GHS BUILDING BLOCKS • To get consensual decision • Proposal is • to adopt full GHS classification in guidelines • individual nations to determine building blocks to be adopted in their respective legislation • To be finalised by 2006

  11. DRAFT ASEAN CLP GUIDELINES • DEFINITIONS • CHAPTER 1: INTRODUCTION 1.1 Scope 1.2 Coverage 2. Chemicals covered by this guideline are industrial chemicals and pesticides. Chemicals refer to pure chemical substances, their dilute solutions or to mixtures of chemical substances. 1.3 Exclusions 3. Pharmaceutical products, consumer products, food additives, cosmetics, and pesticide residues in food are not covered for intentional intake. 4. Articles are outside the scope of this guideline.

CONCLUSIONS • GHS to be basis of an ASEAN Guideline on the Classification, Labelling & Packaging of Hazardous Chemicals that covers only industrial chemicals & pesticides • There is a need to harmonize hazard communication systems among ASEAN countries so as to increase worker & consumer protection & to ease the burden of implementing hazard communication
