Background • Cg-XVI (May-June 2011). Decided to implement WIGOS - Res.50 (Cg-XVI), . Requests the Regional Associations: (1) To develop their Regional WIGOS Implementation Plans; (2) To coordinate WIGOS implementation activities with the WIS in their operating plans and work programmes; (3) To promote capacity-building and outreach activities to assist Members in the implementation of WIGOS;
Development ofR-WIP-II-Initial draft The meeting of the Working Group on WMO Integrated Observing System and WMO Information System (WG-IOS/WIS),November/December, 2011 Seoul, Republic of Korea: • Three Key services priorities in RA II that need improved observations : -Disaster Risk Reduction supported by Nowcasting - Climate services (for GFCS) - Aviation meteorology services. • The four Tasks are also suggested to be established to enhance the key services listed above
Development of R-WIP-II - Review of the draft The RA II Management Group (Doha, Qatar, February/March 2012) : - Endorsed the proposal by the WG-IOS/WIS for the establishment of the Task Team on R-WIP (TT/R-WIP) - Requested the Task Team to streamline the proposed projects within the draft R-WIP-II.
Development of R-WIP-II - Finalizing of the R-WIP-II Meeting of RA II Task Team on Regional WIGOS Implementation Plan (Jakarta, 11-13 September 2012 during CBS-15) Task • Finalized the R-WIP-II • Discussed: • main projects which were suggested to be established to cover most of the areas of implementation of WIGOS in RA II • the mechanism of the WIGOS working group.
Development of R-WIP-II - Approval of R-WIP-II • The Regional WIGOS Implementation Plan for the Region RA II (R-WIP-II) was submitted to the RA II-15 session which was held in Qatar from Dec.13 to 18, 2012, and was adopted as Resolution 4.4/1 (RA II-15). • RA II-15 session strengthened that implementation of R‑WIP-II be supported by all the Members inthe Region, and be guided, supervised and monitored by the Management Group of RA II, with periodic reports from appropriate subsidiary bodies in charge of WIGOS. • R-WIP-II will be further revised to accommodate new projects which would be submitted by Members and authorized the president to approve the revised TT/R-WIP during the intersessional period in consultation with the Management Group.
Brief introduction of R-WIP-II- Key Activity Areas for Regional WIGOS Implementation R-WIP-IIis laid out in seven chapters that identify and describe the various activity areas to be addressed within the Region, which is corresponding to the following ten areas described in WIGOS Framework Implementation Plan (a) Management of WIGOS implementation; (b) Collaboration with WMO and co-sponsored observing systems; (c) Design, planning and optimized evolution; (d) Integrated Observing System operation and maintenance; (e) Integrated Quality Management; (f) Standardization, system interoperability and data compatibility; (g) The WIGOS Operational Information Resource; (h) Data and metadata management, delivery and archival; (i) Capacity development; (j) Communication and outreach.
Brief introduction of R-WIP-II- RA II WIGOS Implementation Activities The 32 key implementation activities that are required for the Regional WIGOS implementation within the timeframe from 2012 to 2015 were outlined in the key implementation Plan, which identifies deliverables, timelines, responsibilities, costs and risks, and whether the activity requires regional and/or national implementation. 。。。。。。。。。。。。。。。。。。。。。。。。。。。。。。。 。。。。。
Brief introduction of R-WIP-II-RA II WIGOS Implementation Projects • Most of the activities in the table will be implemented through seven RAII WIGOS projects under the initiative of key regional players. • EG-WIGOS has responsibility for tracking execution of these activities and projects.

Brief introduction of R-WIP-II Monitoring, -Review and Reporting Mechanism Coordinator of EG-WIGOS: • report to the ICG-WIGOS and the WIGOS Project Office on the progress in implementation of WIGOS in the Region; Management Group: • monitor, review, guide and support the overall implementation of WIGOS in the Region, and update the implementation plan if and when necessary; The president of RA II: • report to the sessions of RA II on WIGOS implementation.
Challenges of the WIGOS Implementation in Regions and Member countries In the R-WIP-II,the risk areas have also been identified, each one of these factors will be a big challenge of the WIGOS Implementation in Regions and Member countries. • Lack of resources (funds, expertise) • Lack of understanding of benefits that WIGOS can bring to the Region, sub-regions and Members • Lack of cooperation and collaboration with key partners and stakeholders • Low commitment of Members
Other activities related to WIGOS-Experiences sharing of WIGOS implementation • WMO Regional Seminar on Strategic Capacity Development of National Meteorological and Hydrological Services(NMHSs) in Regional Association II (Asia) ,Doha, Qatar , 11 - 12 December 2012. • The WIGOS Imperative and the Development of RA II Regional WIGOS Implementation Plan (R-WIP-II) were introduced in the seminar. • Representatives from china, Japan introduced the progresses and experiences of Implementation of WIGOS in their countries.
Other activities related to WIGOS -Expert Group on WIGOS (EG-WIGOS) • In the RA II-15 session, a Working Group on WMO Integrated Global Observing System and WMO Information System (WG-WIGOS/WIS) was established. There are an Expert Group on WIGOS (EG-WIGOS) and an Expert Group on WIS (EG-WIS) under the working group. • The EG-WIGOS consists of two Co-Coordinators and some Theme Leaders. • Mr Yongqing Chen ( China) and Dr Jaegwang Won (Republic of Korea) were approved to be Co-Coordinators of EG-WIGOS in the session, and Theme Leaders will be proposed by the co-coordinators of EG-WIGOS and decided by the Management Group.
