Update to OFCM P-14 Federal Plan for Cooperative Support & Backup • Major Revisions • Updated OPC descriptions, cooperative support and contingency backup needs • Moved Appendix C, “Catastrophic Backup” into body • Added new Appendix C with 24x7 contact information • Updated Appendix B, “Listing of Agreements” • Strengthened wording on testing backup procedures • Added proactive notification for “predictable outages” • Hurricanes, Ice Storms, planned power outages, etc. • Published March 2007 (restricted distribution) • Provided to all OPCs in April • Additional copies available through OFCM

BUFR Sub-surface Ocean Data • Responsive to COPC AIs 2007-1.2 & 1.3 • Data required by NAVO for ocean modeling • JAG/ODAA energized following spring ’07 COPC • Assigned as highest priority AI • Coordinated proper BUFR encoding and testing of data shipments from NWS/TOC to NAVO • BUFR data started flowing operationally to NAVO in July

DAPE MOA DevelopmentData Acquisition, Processing and Exchange • Responsive to COPC AI 2007-1.6 • Draft presented at spring COPC was broadened to encompass full-spectrum cooperative DAPE activities • CSAB coordination completed in August • COPC coordination completed in Sept - only a few administrative comments received • Each agency accomplishing independent legal review • Pushing for mid-Jan ’08 completion • May require Director-level advocacy if gets bogged down • Plan to elevate for coord/signature at an inaugural NOPC meeting in spring ‘08

DAPE MOA DevelopmentData Acquisition, Processing and Exchange • Technical details, specific responsibilities, and shared cost projections to be captured in Annexes signed mostly (but not always) at COPC level 1) Interagency Satellite Processing and Data Sharing • Currently being worked by NESDIS (nearly complete) • Similar to SPP Program Operations Manual but broadened • Additional Annexes to DAPE MOA 1) Interagency Modeling Agreement 2) Communications Management Agreement 3) NUOPC Operational Implementation Agreement?

Pending AI Issues • Satellite Processing CONOPS (AI 2007-1.5) • CSAB recommends leveraging detail that will already be in the Interagency Satellite Processing and Exchange Annex to DAPE MOA • Location of NOAA NDE Backup Ctr (AIs 2007-1.9 & 10) • NESDIS has responsibility for development and operation of NOAA’s NDE facilities • CSAB recommends closure of referenced AIs and a request NESDIS provide routine status reports on their NDE efforts • BAMS article - NOPC & COPC restructure (AI 2005-1.10) • Will be written after initial NOPC meeting
