@LIS Program Cooperation programme resulting of the political dialogue between the Heads of State or of Government of the European Union and Latin America aiming to promote the Information Society and to fight the digital divide throughout Latin America. Action Lines: • Stimulate the cooperation between European and Latin American participants. • Facilitate the integration of the Latin American countries in a global Information Society. • Promote the dialogue between all actors and users of the Information Society. • Improve the interconnection between research communities of both regions • Meet the needs of local communities and citizens. • Implement innovative applications through 19 demonstration projects.
ALICE Project(América Latina Interconectada con Europa) Objective: to improve connectivity for research and education institutions within the region by providing research networking infrastructure within Latin America • EC Funded project within the @LIS Program: € 12.5 Million. € 10 Million from EC, € 2.5 Million from LA Regional Networks • Set up in May 30, 2003 to develop RedCLARA • Provides infrastructure, training, seminars, meetings, dissemination, sustainability actions • 3 years project.
ALICE Project(América Latina Interconectada con Europa) • (cont.) • Alice approach: To invite all 18 Latin American countries to participate. • Managed by DANTE, a non-profit organization, owned by european NRENs, which played a pivotal role in GEANT development. • Owing to its success, the ALICE project has been extended until 31 March 2008 from its original end date of May 2006.

CLARA Organization • Born in June 2003 (México). • Private, non governmental, non for profit organization, legally established in Montevideo (Uruguay). • Partners: Regional Networks (NRENs) form Latin America countries.
CLARA Objectives • To integrate a regional telecommunications network - of the higher technology - to interconnect the National Academic Networks of the region (NRENs). • To foster the cooperation for the promotion of scientific and technological development; • To establish the coordination between the National Academic Networks of Latin America and with other blocks; CLARA connects more than 700 universities and research centers of Latin America and stimulates the regional cooperation in educative and scientific activities, besides to promote direct integration with scientific communities of Europe, USA and the Pacific regions.

The Lisbon Summit 13. …….. In this regard, we want to bring to the attention of the Heads of State and Government the importance of maintaining the political and financial support to initiatives that consolidate the ICT based scientific collaboration space, such as redCLARA and its interconnection with GEANT, to guarantee its continued operation and bring an extension to the Caribbean region. ….
