Issues raised by GOI • Significant increase in the no of children availed MDM against the PAB Approval in Lunglei(27%), Mamit(48%), and Serchhip(48%) districts. • Decrease in the no of children availed MDM against the PAB Approval in Kolasib District. • Difference in the figures quoted in the 3rd QPR and AWP & B 2011-12 in respect of cooking cost and honorarium to CCH • Delay in payment of honorarium to CCH • Irregular supply of rice to a no of schools pointed out in MI Report

ISSUES State Share was not released during first 3 quarters of FY 2011-12. None of the sample schools had ever received cooking cost for MDM in advance, MDM is managed by school authorities by taking credit (MI Findings). 2. SSMC meetings are not held during 2011-12. 3. Inspections data is not provided in the QPRs.
MI Findings • Districts covered : Kolasib & Mamit • Food grains are not delivered at the school level, schools are making their own arrangements. • None of the sample schools had ever received cooking cost for MDM in advance., schools had to either purchase the required ingredients on credit by paying higher cost or have to use funds from other resources to implement MDM. • Roster for parents and community members for day-to-day supervision of the MDM was not prepared in schools. • None of the sample schools had displayed the weekly menu for MDM.
Contd.. • 4. Participation of parents in supervision and management was reported to be very low. • 5. Only 2.5% of sample schools maintained health cards/registers. • Micronutrients such as Iron and folic acid, were given to children occasionally by 5%, of the sample schools. • 62.5% of sample schools did not organize any program for the health check-up of children.
