Oregon Broadband Outreach and Strategic Planning Project • Develop a Broadband Strategic Planning Process Template • Facilitate and support the development of eight plans in communities around the state that advance the individual community’s goals through the increased adoption of broadband services and the increased utilization of broadband enabled applications. • Funded by the federal State Broadband Data and Development Program administered by NTIA www.oregonbroadbandplanning.org
Engaged Communities Group 1 Communities City of Eugene City of Sandy City of The Dalles - Wasco County Q-Life Warm Springs Indian Reservation Strategic plans were completed in May 2013. Group 2 Communities Monmouth-Independence Klamath and Lake Counties City of Myrtle Point City of Sherwood The second group communities are completing their plans.
Community Goals • Understand and mitigate the cost and access barriers to adoption of broadband • Increase Broadband adoption rates and residential subscription rates to levels above the national average. • Market Broadband services to encourage businesses to locate in in the community. • Increase the percentage of residents working in, and telecommuting in the community. • Use Broadband technology to expand P-20 educational opportunities so that any child or life-long learner has the options and resources they need to succeed.
Community Goals • Use Broadband to recruit new businesses and retain existing businesses. • Improve health and education outcomes by leveraging telehealth and on-line learning throughout the county. • Grow businesses, create jobs and improve economic and educational opportunity by leveraging the community’s investment in world class broadband infrastructure.
Broadband Strategies • Initiate a campaign to improve broadband awareness • Integrate broadband into the region’s economic development efforts. • Develop high capacity broadband access in collaboration with service providers in libraries, schools, new housing developments and business corridors. • Create awareness of and competency in digital skills for the entire population through mentoring and partnerships. • Enhance health-care through expanded use of telehealth services.
Broadband Strategies • Train and retain technologists and entrepreneurs in area schools and colleges, and integrate technology education in elementary education. • Position the city as a tech-friendly hub of entrepreneurism and innovation. • Create high capacity Broadband access and mentoring at libraries and senior centers. • Provide a more bandwidth-rich multi-modal student experience through broadband utilization in the K-14 school system.

Oregon Public Policy • “…it is the goal of this state to promote access to broadband services for all Oregonians in order to improve the economy in Oregon, improve the quality of life in Oregon communities and reduce the economic gap between Oregon communities that have access to broadband digital applications and services and those that do not…” [ORS 759.016(1)] • “It is the policy of the State of Oregon to promote, facilitate and encourage activities, projects and businesses that improve Oregon's Internet Protocol network infrastructure, performance and connectivity to the Internet backbone network and World Wide Web for the benefit of Oregon's commercial, educational, governmental and individual users.” (SJR 19 (2007))
