HISTORY • This coalition of 20 organizations was formed out of an initiative formerly known as “The Save Our Kroc Center Coalition.” • After the Kroc Center initiative was derailed several community groups organized the Save our Kroc Center Coalition in April 2009. Several of the same organizations also participated in the “Promise:48213” federal program. • By January of 2010, the coalitions merged and decided to proceed to keep the promise of a state-of-the-art community center at Chandler Park; and the Chandler Park Promise Coalition was born. • Warren/Conner Development Coalition was asked to serve fiduciary and facilitator on behalf of the CPPC member groups. • The Kellogg Foundation and Detroit LISC were the initial funders to support the planning and pre-development process.

  3. CPPC Mission and Concept Our Mission: To develop exceptional educational, recreational and conservation opportunities for youth on Detroit’s eastside and the region. Vision and Concept: Chandler Park is revitalized as a multi-building “conservation campus” located on 200 acres at Chandler Park, that builds off of the existing Golf Course and Aquatic Park; to include a new Grade 6-12 University YES Academy East Charter School, an indoor field-house, an ice arena and pool, spectator outdoor sports fields for all ages and genders, community gardens & greenhouses, a Conner Creek Greenway Loop, and special installations to create Chandler Park as a “living lab” for environmental and conservation-related education.

PROGRESS TO DATE Charter School Work Group: • Worked with “More Good Schools, Inc.” to decide on a high-performing school model (6-12 “University YES” model out of Houston); working with contracted charter school experts and volunteers to develop a charter application to several chartering agencies for a projected September 2014 opening at a temporary site. • Charter School board includes Angela Wilson (Young Detroit Builders); Joan Gehrke (PVS Chemicals);and Dr. Karen Thomas Brown (U of M). Other members will be nominated once a charter is in place. • Detroit Housing Commission has issued a letter of intent to ground- lease 20 acres of land at Chandler Park at $1 for the school’s permanent site directly adjacent to the 200-acre Chandler Park. • Grant funding was secured for the buildout of the temporary school at 4401 Conner. Building construction complete for a Sept 2014 opening. • Governor Snyder is supporting a “conservation/ecology” theme for the school and campus, the first of its kind in the state.

PROGRESS TO DATE Finance/Funding: • LISC and Kellogg Foundation supporting pre-development & planning • Hammond and Associates completed a fund development feasibility analysis for both the school ($7 million) and the preliminary recreation plan ($8 million). Results are now providing guidance for next steps during 2013, to position the project for major philanthropy and government support. • Partnering with Think Detroit PAL to compete for an NFL/LISC Football field grant for Chandler Park; match funding required. • Working with Community Investment Support Fund, Plante Moran, Dykema, Detroit Housing Commission, LISC to develop a New Market Tax Credit package to build the permanent school. • Working with Governor Snyder’s Special Advisor on Placemaking Rodney Stokes, plus Wayne County Parks and Detroit Recreation Dept., on state funding for the conservation curriculum and “conservation amenities” at Chandler Park. • Working to generate a small group of philanthropic/civic leaders to champion the project. • Now convening a “Blue Ribbon Panel” to research/recommend strategies for the conversion of the entire campus into a “conservation campus.”

PROGRESS TO DATE Recreation/ConservancyWork Group • Researching a public-private “Park Conservancy” to partner with Detroit and Wayne County to manage the campus; now meeting regularly with City ,County and State. • Completed a Recreation Facility Benchmarking Report (citing local and national examples) with Maud Lyon and Associates which guided CPPC to create a visionary plan for the recreational component. • A business/sustainability plan focused on that vision is now being developed by Sports Facilities Advisors(SFA) out of Clearwater , FL projected for Spring of 2013. Deliverables will include an updated site plan and management plan. • Wayne County Parks will be rebuilding the ball diamonds at Chandler Park in 2013, to be maintained and programmed by Eagle Sports. • PAL is the lead partner with Detroit Lions support, for a grant application to the NFL to build a state-of-the-art football field at Chandler Park; match funding is required. PAL will maintain and program the football field. • Detroit Recreation Dept. has named Chandler Park as a “Premiere Park” and committed federal block grant funding to demolish and clear decrepit facilities, to make room for new amenities. • Detroit Future City Plan designated this area for “Ecological Innovation.”

  7. NEXT STEPS, 2013-2014: • Obtain a charter, and open University YES Academy East Charter School in a temporary site in September 2014. • Continue to flesh out a potential “New Market Tax Credit” financing package to build the permanent school at Chandler Park. • Complete the business/sustainability plan for recreation component by Spring of 2013. • Convene “blue ribbon conservation panel” to flesh out conservation concept for UYAE school and Chandler Park to be complete by Summer of 2013. • Engage corporate and philanthropic leaders to support the comprehensive vision. • Work with Wayne County support the building of new ball diamonds in 2013. • Work with the City of Detroit/Wayne County to form a public-private Chandler Park Conservancy to manage the whole recreational and education campus as an integrated whole. • Identify and exploit state and federal funding sources; especially the NFL Football Field grant opportunities. • Engage residents, sports leagues and local youth to enhance grass roots involvement in Chandler Park Promise Coalition’s mission
