What were the achievements and failures of arms limitation in the period 1962 to 1985? Mikel
Thesis Statement • Treaties such as PTBT, SALT I, and SDI proved beneficial towards arms limitation • MAD • Achievements>failures
P1: Partial Nuclear Test Ban Treaty • - How it was called upon because of fears of nuclear fallout and to slow the proliferation of nuclear weaponry • - 'Tsar Bomba' 50 megaton hydrogen bomb testing in 1961 • - Spikes in nuclear testing effects such as atmospheric Carbon-14 levels • - Benefit of saving lives and slowing arms proliferation to some extent • - Both parties were not fully pleased • - Failure in political peace/progress as Nikita Kruschev was ousted by conservatives because of PTBT and SALT I
P2: SALT I • - Continuation of PTBT • - Led to Helsinki Agreement • - Led to détente • - Better relations between West and USSR
P3: SALT II • - An attempt to continue the Partial Nuclear Test Ban Treaty and the SALT I treaty • - Attempts to ban construction of ICBM's • - Halted by the Afghan invasion • - Context of this was in the middle of other international tensions, • - US Senate was persuaded by Carter to not to ratify the treaty • - In 1980, Carter vowed to honor the provisions of SALT II as long as USSR reciprocated • - End of the period of detente
P4: SDI • - Reagan 1983 • - Change in MAD • - Criticism • - Led to end of the war
Conclusion • Benefit>Cost • Led to the end despite fallouts • Failures include SALT II
