METHODOLOGICAL PROCESSES AND CONSIDERATIONS FOR GBV EVALUATIONS: ENHANCEMENT OF CAPACITY FOR GBV EVALUATIONS IN UGANDA Mary Ssonko (PhD) & Stephen Kyakulumbye
World wide situation The Uganda Demographic Health Survey Gender Based Violence effects It is a core programmes for international and local Non- Government Organizations institutions such as: ActionAid International Uganda, Oxfam GB, Plan Uganda, Concern World Wide, UWONET, FIDA among others Evaluation is a major component Over view of GBV evaluations
This paper explores the methodological processes and considerations for GBV evaluations. It explores issues of evaluation designs, evaluation questions, and the lessons for more effective GBV programmes The purpose
Share experiences and lessons learned for GBV evaluation designs Explore qualitative and quantitative sampling lessons and challenges from GBC evaluations Elucidate the ethical issues for effective GBV evaluations Methodology: {open questions and discussions about key evaluation issues we have in order to draw more sound lessons for effective GBV evaluation tasks.} The specific objectives of the paper
Key considerations The ideal design for GBV evaluations is participatory evaluation designs based on TORs? However: they’re busy, perceived as outsider-consultants’ role BUT participation is very important; TOR usually provide for very stringent time lines partly due to costs What evaluation designs have we employed?? How effective are participatory methods and how best can we improve and have PE realistic? Requirements for findings focus at statistical analysis which is out of the PE design scope? GBV evaluation designs
Quantitative evaluation design; useful for tracking trends accurately and highlighting differences Qualitative evaluation design; useful for understanding the context in which the trends/differences occur and to interpret quantitative data accurately Where are quantitative information sources for GBV evaluations? The need for triangulation
What question does your program need to answer? What do you want to measure (indicators)? When do you need the results? How much are you willing to pay? Has the program already started? (Baseline) Questions to consider for choice of an evaluation design:
Evaluation criteria UEA has evaluation standards Utility; Feasibility; Quality and Precision; Ethical Conduct and Capacity Development in collaboration with the contracting organization 8
Development Assistance Committee (DAC) • efficiency, • effectiveness, • impact, • sustainability and • relevance 9
Criteria and type of evaluation • Ex-ante, • Mid-Term Evaluation • Final evaluation (these we have done) and • impact evaluations (ex-post) and META Evaluation which are rarely done 10
Sampling for GBV evaluations • Quantitative sampling (survivors and community surveys) • Qualitative sampling (KIs, survivors) 12
Question?? • How to zero down to a representative sample give time constraint, resources, geographical location? • Project catchment area compromises LQAS • How effective is a sample size of 19? • In absence of village registers?? (units/wards)-ethical issues 13
