Difficulties & Barriers of SMEs Note: EU Guidebook Series, Using standards to support growth, competitiveness and innovation http://ec.europa.eu/growth/smes/business-friendly-environment/regional-policies/index_en.htm • Common difficulties: Lack of Resources - Money, Time, Manpower, Experience, R&D capabilities, etc. • Lack of awareness of standardsrelevant to their business • Assuming that “SMEs know standards and benefit!!” • Realizing that “SMEs have No idea or Vague idea on What is standards!!!” • Barriers restricting SMEs’ use of standards • Not Easy to find proper standards and trace relevant standards to their business • Not Easy to understand – “Standards are not kind” :High complexity of technical context and references, many versions, Language in English, uncertainties of IPR, etc. • Lack of resources to implement : Money, lack of Skill, Manpower, experience, time • Barriers restricting SMEs’ participation in standards development • Lack of information on SDOs and Standardization process: The right committee to attend, Complicated rules of procedures • Membership fee, Travel Cost, Long term investment, building Human network etc.

Our Challenges • SMEs’ standardization activities are LOW • Over 60% of TTA’s members are SMEs • But considering whole # of SMEs related to ICT sector of Korea, about less than 2% SMEs’ active participation in the standardization process • Even though experts have years of experiences on standardization (documentation), • they have less experiences on actual implementation • Industry Experts is not willing to provide an advice due to risk on revealing their company’s knowhow • 228 Experts Pool • Research Institute 93(41%) , Academia 77(34%), Industry 58(25%)
