United States comes close to war…. • “Cash-and-carry”- U.S. sells arms to countries at war, they have to pay cash and transport the weapons • Sends Britain 500,000 rifles and 80,000 machine guns • Also gives Britain 50 destroyers in exchange for bases • Axis Powers: Germany, Japan, and Italy
U.S. Builds Up Its Defense • U.S. spends more on defense • Selective Training and Service Act: first peacetime military draft • 16 million men between the ages of 21 and 35 are registered • Late 1940: Britain is having financial trouble, FDR introduces lend-lease policy • Begin lending/leasing arms to any country that is important to the U.S.’s defense • In 1941, U.S. starts sending supplies to the Soviet Union
FDR Plans for War • Atlantic Charter: Agreement between the U.S. and Britain about “war aims” • Collective security, disarmament, self-determination, economic cooperation, and freedom of the seas • Expressed the common concerns of the Allies (nations who fought the Axis powers)
