Economic Indicators • During the third quarter of 2006, the rate of unemployment declined to 5.9 percent and by the end of the year had fallen further to the lowest level on record (5%).
Economic Indicators • The year-on-year headline rate of inflation spiked at a double digit level of 10 % in October 2006 but by year end, the rate had moderated to 9.1 percent. For the year as a whole headline inflation averaged 8.3 percent compared with 6.9 per cent in 2005. Poverty Statistic • Caribbean Food and Nutrition Institute’s (CFNI) software (FOODPROG) was used to generate the minimum daily cost diet for an adult based on 2,400 kilocalories. • The indigence or food poverty line for Trinidad was TT$8.22 per day, based on 2,400 kcal diet for an adult; For Tobago the food poverty line was TT$11.49 per day. • The weighted daily cost of the food basket for Trinidad and Tobago is thus TT$8.35 per adult. • Based on this figure, the monthly indigence line is estimated to be TT$255 (TT$3,060 annually). • The reciprocal food share method was used to derive the poverty line of TT$665 per month.

HIV/AIDS • The HIV prevalence rate is 3.2%, with 45 % of new infections occurring in women and the number of people living with HIV/AIDS is estimated to be 29,000. • The Government has made a major investment in addressing HIV/AIDS by financing the national strategic plan for HIV/AIDS and establishing a National AIDS Co-ordinating Committee, with support from UNDP, the World Bank and the European Union. SOCIAL PROTECTION PROGRAMMES Social Programmes are categorized as: • Preventative • Developmental • Remedial
Definitions • Preventative -Refers to initiatives that attempt to deter the onset of social problems. • Developmental-Refers to initiatives which serve as a means of empowering citizens and fostering sustainable development. • Remedial-Aimed at rectifying the economic and social problems faced by the nation’s indigent persons and those who fall into crisis situations.

SOCIAL PROTECTION PROGRAMMES PERSONS TARGETED Programmes utilize either selective or universal principles. Programmes mainly target the most vulnerable in society.
FUNDING All programmes listed are funded directly from the National Budget. Government (Ministries) has also entered into partnership with civil society organizations to deliver some services to certain cohorts of the population (Older Persons, Adolescent Mothers). Assist other civil society organizations through subventions.
REGISTRY SYSTEM SYSTEM FOR REGISTERING CITIZEN The Ministry of Legal Affairs- Registrar General’s Office is the only authorized institution that facilitates the registration of persons born in Trinidad and Tobago. The system is decentralized allowing persons born in Trinidad and Tobago to be registered at the Registrars of Births and Deaths in the district in which the birth took place.
REGISTRY SYSTEM SYSTEM FOR REGISTERING CITIZEN The Registrar of Births and Deathis charged with the responsibility of formally informing the Registrar Generals Office (Registrar of the Civil Registry) of all births registered
REGISTRY SYSTEM SYSTEM FOR REGISTERING CITIZEN A birth should be registered within three months of the birth. If a birth is not registered within the three months, as prescribed by law, an appointment is required with the Registrar of the Civil Registry to enable late registration.
REGISTRY SYSTEM SYSTEM FOR REGISTERING CITIZEN If the mother was married to the baby’s father at the time of birth, the mother may register the birth without the father being present If the mother and father was not married at the time of birth, details pertaining to the father can only be recorded into the register if both parents are present. REGISTRY SYSTEM The Minister of Legal Affairs can cause a child born outside of Trinidad and Tobago of a citizen of Trinidad and Tobago to be granted a certificate of citizenship upon receipt of an application (Prescribed form) Such an application is made by the responsible parent or the guardian of such child.
