Introduction and Overview • In December of 2001, a group of Missouri School Districts approached the Department asking about plans for the future; specifically in terms of Data Management • In 2002 the No Child Left Behind Act was passed • A “Task Force” was created to discuss future plans of data collecting and reporting – with an emphasis on State testing • A statewide Student ID System was the top priority identified • May 2003: Survey on District Student Information Systems was conducted • June 2004: ESP Strategic Planning Study • January 2005: Contract awarded to build a Unique ID System • Other states and ID systems – Iowa, KS, NE • Primary Goal is to have the ID system in place for spring 2006 MAP pre-coding (grades 3-8)

The Case for State Student IDs • Historical Context • 1970s - USED Migrant Student Record Transfer System • 1980s - FL, TX, NV (SS#) • 1990s - MA, Critical Mass • 2000s - NCLB (PBDMI/EDEN) in All 50 States • Why a State Assigned, Consistent, Unique ID? • vs. SS# • In Addition to Local ID • Data Accuracy and Reliability • Reduced Reporting Burden • Ability to Link Multiple Data Sources • Ability to Link Data Across Time • Ability to Eliminate System Duplications • Ability to Improve Efficiency of Assessments

  6. User ID and Password Setup • After opening a browser, enter the following URL: (http://dese.mo.gov/MOSIS/) • Click on “User Access” listed under the documentation section

  8. Accessing the MOSIS System • After opening a browser, enter the following URL: (http://dese.mo.gov/) • Click on the “Web Application Login” button in the lower left-hand corner of the screen • The user will now see the following Login screen:

  10. Accessing the MOSIS System • Enter the login and password that was assigned to you and click “Login” • Select Missouri Student Information System (MOSIS)

District Roll Out Calendar • Check with local vendor to determine how your district will generate a batch file that conforms to MOSIS standards • Review Data Access & Management Policy and use PIN mailed to your superintendent to gain access to MOSIS • When your district’s group is scheduled, generate batch file and upload it into MOSIS, and resolve near matches • Pilot Districts begin May 19th • Group II (County District Code 001 - 039) begin on June 2nd • Group III (County District Codes 040 - 078) begin on June 9th • Group IV (County District Codes 079 - 640) begin June 16th • All districts should complete process by June 23rd, 2005 • Download State IDs and import into SIS beginning July 18th

Tentative Pre-Code Timeline • June 2005 – file specifications for pre-coding published • July 2005 – state IDs assigned to all students • October 2005 – pre-coding collection turned on • January 2006 – DESE will provide a file to the testing company to have all “bubble sheets” pre-coded for spring 2006 test administration
