Overview of MOSIS • MOSIS - Missouri Student Information System • Designed to help DESE better meet the needs for high quality data for decision making and for state and federal reporting. • Replaces aggregate data collections manually entered onto Core Data screens with record-level collections submitted through the MOSIS Data Collection. • The goal is to collect the data once and use them many times, by many people, for many purposes.
Overview, cont. • Three Phases • Phase I – In 2005 the MOSIS ID System was put in place, to generate a randomly generated state identification number for every student receiving service in the public schools. • Phase II – In early 2006 the collection of student level data using the MOSIS ID to pre-code the student’s MAP test booklets with the required demographic and program data. • Phase III – In late 2006 the transition took place of the Core Data Collection system from an aggregate student data collection to a student level data collection.

Facts • A MOSIS ID is required for any student served by a public school district. • A MOSIS ID is required when submitting all MOSIS Data Collection files collecting individual student data. • The sole purpose of the MOSIS ID is to maintain the state ID of the student. It is NOT used to associate a student with any entity and does not imply any type of ownership.
Facts • It is recommended to upload a batch of students to the ID system periodically to ensure the most current information is listed for a student.

State ID Menu • Upload Batch File • A batch file allows multiple students to be uploaded at once. • This file may be extracted from your local system OR created using our Excel template.
Batch File • In order to upload a batch file there is a format to follow that includes a: • Header Record (TH) • Detail Record (ID) • Trailer Record (TT) • The batch file must be saved in one of these formats: • CSV (comma delimited) • TXT (tab delimited)
Batch File • The header record should always be the first record. • The detail record should appear between the header and trailer record. • The trailer record should always be the last record.

Batch File Assigned State ID
State ID Menu • Enter Individual Student • Allows a user the ability to input the information for one student online and assign an ID. • This function can also allow a user to update an existing ID for a student.
State ID Menu • Student Search • Allows a user to search the ID system for a student by a simple search, advanced search, or search by State ID.
Batch Search • Batch Search • Allows a user to upload a batch file and the system will search for any student who has been assigned an ID. • This process does not actually assign an ID but instead searches the system and will return any IDs found.
State ID Menu • Extract & Download Batch • Allows a user to download previous batches that have been uploaded whether they were processed completely or rejected with errors.
State ID Menu • Exit Application • Allows a user to exit the ID system.
Facts • The MOSIS Data Collection System is a web-based application that allows districts to submit, clean, and certify data reported to DESE. • Data collected is used for populating the Core Data System, state and federal reporting, accountability, and funding purposes. • Data is collected in six cycles. • To access the Data Collection System you must have District Level Access for MOSIS.
Basic Steps • Identify, collect, and enter data into local systems. • Extract data from local systems for upload to MOSIS OR complete Excel Template for upload. • Upload to the online MOSIS Data Collection System creating a ‘Trial’. • Correct errors and review warnings in the MOSIS Data Collection Trial. • Certify, with possibility to Re-Certify if changes need to be made.
File Layouts • The File Layouts available for each file include the data items to be reported. • Data items may be required, optional, conditional, or not allowed depending on the cycle. • The goal is to keep the files collected as constant as possible, therefore collecting the same data items across cycles but only requiring a subset of those dependent on the cycle.
Business Rules • Business Rules are ran each time a trial is uploaded or revalidated in the Data Collection System. • They check for valid codes, formats, etc.
