Care Center Payment Rates • NO across the board care center rate reduction • Rebasing goes from 13% of rate to 14% of rate on October 1, 2009 resulting in small rate increases • Operating rates frozen on October 1, 2010, 2011 and 2012 • Rebasing goes to 65% of the rate on October 1, 2013
Planned Closure Rate Adjustment (PCRA) • PCRAs approved July 1 and after will be for $2,080 per bed • Current negotiation process produced average PCRA of $3,000 per bed • DHS will be granting PCRAs under current formula through June 30
Single Bed Room Payment Changes • Governor’s Budget proposed to eliminate medical necessity and cut payment from 115% to 110% for MA residents in single bed rooms (change would apply only to care centers that make the election to “assign greater costs” to single bed rooms) • Legislature changed proposal to 111.5% and kept medical necessity, reduction does not impact private pay rates for single bed rooms • Final version is a cut for these care centers, but avoids issues of priority for access to private rooms
2-Hour Toileting and Repositioning • Care centers exempt from Minnesota regulation requiring 2-hour toileting and repositioning • The language now reads that residents of care centers be toileted and repositioned in accordance with their comprehensive assessment rather than mandating a specific two-hour period • Repealed the state licensure language that required extra documentation
VAA Dual Reporting • Eliminate the requirement that the facility call the common entry point for suspected case of abuse • Permits certified facilities to fax to the common entry point a printout of an electronic report to the Office of Health Facilities Complaints required under the VAA
Property Tax Exemption • Legislation passed that creates an explicit property tax exemption for non profit nursing facilities participating in MA • Private-pay non-profit nursing facilities also exempt if they certify to the commissioner of revenue it does not discharge residents due to the inability to pay
