  1. Optimization of Ambient Air Quality Monitoring Network for Maharashtra State in India Dr. D.B. Boralkar and Dr. Ajay A. Deshpande Maharashtra Pollution Control Board, Mumbai http://mpcb.mah.nic.in

  2. ABOUT MAHARASHTRA STATE • Maharashtra is located in the western part India along the Arabian sea. • The state covers an area of 307,713 square kilometers (3rd largest in country) and has a population of 96,752,247 as per 2001 census (2nd largest in country). • Most industrialized state with 42% urbanization MPCB-BAQ 2006

  3. MPCB AT A GLANCE • Established in 1969 under a State Act. • Adopted Central Act in 1982. • Head Quarters at Sion, Mumbai. • Central Laboratory at Navi Mumbai. • Regional offices : 11 • Regional Laboratories : 6 • Sub-Regional Offices : 45 • Employees • Technical : 307 • Ministerial : 394 MPCB-BAQ 2006

  4. ACTIVITIES OF MPCB • Responsible for implementation of environmental regulations in the state. • Under Air Act, has a mandate to conduct air monitoring and take preventive and corrective steps. • Industrial consents : 59402 • Local bodies : 256 • Hospitals : 10672 • Cess : 7634 • HW authorization : 4571 MPCB-BAQ 2006

  5. ENVIRONMENTAL MONITORING AND ENFORCEMENT • Water quality monitoring stations: 250 • Air quality monitoring stations : • Manual : 62 • Continuous automatic : 5 • Surveillance inspections : 11560 (year 2005-06) • Samples analysed : 29989 (year 2005-06) MPCB-BAQ 2006

  6. OBJECTIVES OF OPTIMIZATION OF AMBIENT AIR MONITORING NETWORK • To determine status and trend in ambient air quality in the state by spatially distributed AQMS. • To assess potential health impacts and environmental degradation • To obtain the knowledge and understanding necessary for developing preventive and corrective measures. • To study natural cleansing process undergoing in the environment through pollution dilution, dispersion, wind based movement, dry deposition, precipitation and chemical transformation of pollutants generated. MPCB-BAQ 2006

  7. STATUS OF AQN IN 2004 • 26 stations under National Ambient Air Monitoring Program sanctioned in Maharashtra • 23 stations were in operation of which only 5 stations were monitored by MPCB. • Air Quality data not readily available in Public domain • MPCB, though a regulatory authority and responsible for better air quality, had no role in operation of the network. • The AQN was grossly inadequate to represent the state. MPCB-BAQ 2006

  9. NATIONAL AIR MONITORINGPROGRAMME (NAMP) • N.A.M.P. was Started in 1984 by CPCB. • Twenty eight (28) stations in Maharashtra in 10 cities • Parameters monitored are SO2, NO2, RSPM (PM10), SPM at all the monitoring stations, Trace Metals, PAHs, NH3, H2S in few cities. • Meteorological Monitoring also carried out. • BTX, Ozone monitoring is carried out in Delhi and some other major cities MPCB-BAQ 2006

  10. MPCB INITIATIVES • Responsibility of operation of ambient air quality monitoring in the state. Operation of NAMP stations was taken over from CPCB wef 1.7.05. • Prepared road map for developing the ambient air quality network in the state. • Developed partnership with educational institutions for engaging them in AAQM. • Display of ambient air quality in major cities on daily basis in media and website. MPCB-BAQ 2006

  11. Continued…. • Audit of all existing NAMP stations and operationlize them with necessary financial support. • Developed a PPP document with suitable financial proposal to achieve reliable AAQM • Procurement of new instruments • Monitoring primarily for RSPM, NOx and SO2 • Proposal for complimentary health study • Source apportionment studies in Pune MPCB-BAQ 2006

  12. Continued…. • Operationising the existing CAAQMS through PPP on a long term basis. • Procurement of new 3 CAAQMS for cities of Pune, Solapur and Mumbai • Audit and calibration of all CAAQMS with private sector to ensure the efficient data collection. • Proposal developed for rationalization of large numbers of CAAQMS in Chembur area of Mumbai over the entire city. MPCB-BAQ 2006

  13. OPTIMISATION TECHNIQUES • All cities having municipal corporations (more than 0.5 million population) to be covered. • All important industrial areas to be covered • AQN developed for multiple pollutants • Optimization designed on index theory based on available AQ data. • AQN designed to have sound combination of manual (twice in week and daily monitoring) and CAAQMS . • AQN to represent residential, traffic and industrial areas MPCB-BAQ 2006
