WARNING CENTRE (TMA) Tanzania Meteorological Agency is a focal point in the country for issuing advisory and warnings on the following: • Weather and Climate related hazards • Drought/dry spell • Heavy rains/Floods • Strong Winds • Large waves • Tropical cyclone (TMA is in the process of formulating SOP. Currently it uses the information from La Reunion) • Tsunami along the coast • Volcanic ash
COMPONENTS OF EARLY WARNING SYSTEMS (EWS) IN TANZANIA WARNING CENTRE (TMA) MEDIA COMMUNITY AT RISK EWS DISASTER MANAGEMENT AND CIVIL PROTECTION AUTHORITY (Prime minister’s office) Each component above has Standard Operating Procedures (SOPs) in the event of severe weather
THINGS TO CONSIDER BEFORE WARNING • Is there any potential for severe weather event • What type of severe weather event and criteria for issuing warning • Heavy precipitation (exceeding 50mm in 24hrs) • Strong surface wind (prevailing wind exceeding 20KT • Large waves (2m and above) • Potential Impact • Before disaster:- When and where will it occur? Intensity? Duration? End? • During disaster:- Weather in relation to operational activities (rescue) • After disaster:- Is the area prone to such disaster Does the recovery process need any meteorological information
SOPs for weather and climate related warnings • Monitoring of possibility of occurrence of any severe weather event based on analysis from all the available products including those from SWFPD web portal with respect to agreed threshold values is done by analyst on duty and the severe weather desk. • The PWS section is responsible for writing and dissemination of weather forecasts including warning.
SOPs for Tsunami warnings in the country Tsunami service providers (Indonecia, India, Australia Tsunami Warning Centre (TMA) Target Marine Earthquake information Information/ Record Tsunami information from the wave gauges near the epicentre PMO Disaster management centre, SUMATRA Information/ Record PMO Disaster management centre, SUMATRA Tsunami arriving forecasts along the Tanzanian coast Media (i.e. TVs, Radio, Newspaper, Blogs etc) Downscaling Public (i.e. individuals, local gov, mosques, churches, social networks etc)
